Jan Vishwas (Amendment of Provisions) Act 2026 enforcement

On 30 April 2026, the Ministry of Home Affairs appointed the date 15 May 2026 on which various provisions of Jan Vishwas (Amendment of Provisions) Act, 2026, come into effect. These provisions mainly enforce the amendments made in several Acts that have been introduced through the Jan Vishwas (Amendment of Provisions) Act, 2026.

Amendments in various Acts that will be enforced starting from 15 May 2026:

  1. Delhi Land Holdings (Ceiling) Act, 1960

    The amendment mainly introduces a new provision relating to “Adjudication of penalties”.

  2. Private Security Agencies (Regulation) Act, 2005

    The amendment mainly omits the provision relating to “License to be exhibited”.

  3. Disaster Management Act, 2005-

    The amendment mainly revises the provisions relating to “Punishment for obstruction, false claim and, misappropriation of money or materials”.

  4. Civil Defence Act, 1968-

    The amendment mainly introduces 2 provisions relating to “Adjudication of Penalties” and “Power of Central Government to make rules”.

  5. Delhi Police Act, 1978-

    • The amendment mainly revises the provisions relating to “Causing obstruction and annoyance by performances, etc.” and “Penalties for offences under Section 80 to 87 and Section 91 to 94 or Section 96”.

    • It further omits the following sections relating to:

      ✓ Bathing or washing in places not set apart for those purposes;

      ✓ Defiling water in public wells, etc.;

      ✓ Obstructing bathers;

      ✓ Committing nuisance in or near the street, etc.;

      ✓ Penalty for failure to keep in confinement cattle, etc.;

      ✓ Punishment for cruelty to animals;

      ✓ False alarm or fire or damage to fire alarm;

      ✓ Being found under suspicious circumstances between sunset and sunrise;

      ✓ Possession of property of which no satisfactory account can be given;

      ✓ Taking pledge from child;

      ✓ Cheating at game and gambling in street;

      ✓ Penalty for not obtaining license in respect of place of public entertainment or certificate of registration in respect of eating house, or for not renewing such license or certificate within prescribed period.

  6. New Delhi Municipal Council Act, 1994

    • The amendment mainly revises the provision relating to:

      ✓ Components of property tax;

      ✓ Unit of assessment;

      ✓ Time and manner of payment of taxes;

      ✓ Disposal of dead animals;

      ✓ Penalties for certain offences;

      ✓ Provision for remedial action or warning notice;

      ✓ Duties of police officer;

      ✓ Penalty for breaches of bye-laws;

      ✓ The Tenth Schedule.

    • It further introduces the provisions relating to:

      ✓ Building tax;

      ✓ Rebate for certain categories;

      ✓ Vacant land tax;

      ✓ Rate of building tax;

      ✓ Rate of vacant land tax;

      ✓ Constitution of Municipal Valuation Committee;

      ✓ Classification of vacant lands and buildings into areas and groups and specification of base unit area values therefor;

      ✓ Notification of classification of vacant lands and buildings into areas and groups and specification of base unit area values thereof and factors for increase or decrease;

      ✓ Final base unit area values of vacant land and of covered space of building;

      ✓ Determination of annual value of covered space of building and of vacant land;

      ✓ Transitory provisions;

      ✓ Indexation of unit area value;

      ✓ Hardship and Anomaly Committee;

      ✓ Submission of returns;

      ✓ Self-assessment and submission of return;

      ✓ Revision of assessment;

      ✓ Power of Chairperson regarding assessment;

      ✓ Assessment list;

      ✓ Assignment of property identification code;

      ✓ Punishment for wilful default in payment of property tax, furnishing wrong information in return of assessment, etc.;

      ✓ Recovery of property tax;

      ✓ Appeals against penalties.

  7. Delhi Municipal Corporation Act, 1957

    • The amendment revises the provisions relating to:

      ✓ Punishment for wilful default in payment of property tax, furnishing wrong information in return of assessment;

      ✓ Penalties for certain violations;

      ✓ Duties of police officers;

      ✓ Penalty for breaches of bye- laws;

      ✓ The Twelfth Schedule.

    • It also introduces new provisions relating to “Adjudication of penalties” and “Appeal”.

    • It further omits the following sections relating to:

      ✓ Setting forward of buildings to the regular line or street;

      ✓ Projections over streets may be permitted in certain cases;

      ✓ Prohibition of removal, etc., of lamps;

      ✓ Provisions as to buildings and works on either side of new streets;

      ✓ Collection and removal of filth and polluted matter through municipal agency;

      ✓ Construction of latrines and urinals;

      ✓ Latrines and urinals, etc., in new buildings;

      ✓ Other provisions as to private latrines;

      ✓ Insanitary huts and sheds;

      ✓ Prohibition against washing by washermen;

      ✓ Disinfection of building and articles;

      ✓ Destruction of infectious huts or sheds;

      ✓ Infected clothes not to be sent to washerman or to laundry;

      ✓ Contamination and disinfection of public conveyance;

      ✓ Disinfection of buildings before letting the same;

      ✓ Prohibition of making or selling of food, etc., or washing of clothes by infected persons;

      ✓ Duty of persons suffering from dangerous disease;

      ✓ Condition of service of sweepers and certain other class of persons employed in municipal service;

      ✓ Information of births and deaths;

      ✓ Stacking or collecting inflammable materials;

      ✓ Care of naked lights;

      ✓ Discharging fireworks, firearms, etc.;

      ✓ Prohibition of keeping market open without license etc.;

      ✓ Prohibition of use of unlicensed markets;

      ✓ Prohibition of business and trade near a market;

      ✓ Power to expellers and disturbers, etc., from markets;

      ✓ General penalty;

      ✓ Certain offences to be cognizable.
