State Consumer Disputes Redressal Commission, Delhi: In a significant development in the execution proceedings arising out of a consumer dispute, the two-Member Bench of Dr Sangita Dhingra Sehgal (President) and Bimla Kumari (Member) directed the issuance of fresh arrest warrants against the Directors of Angle Infrastructure Pvt. Ltd., after noting that the judgment-debtors have failed to satisfy the decretal amount despite repeated opportunities.
The Commission observed that although the previously issued warrants were returned unexecuted by the police authorities, the decree remains unsatisfied. Consequently, fresh warrants of arrest have been directed to be issued and executed through the Station House Officers.
The Commission also dismissed the application filed by the judgment-debtors seeking recall and stay of the arrest warrants. It recorded that the directors had approached the Delhi High Court challenging the order dated 27 May 2026; however, no interim stay or protection had been granted.
The Commission further said that, in the absence of any restraint order from the High Court, there was no basis to halt the execution proceedings and directed that the matter continue in accordance with law.
Earlier, while issuing notice in the petition filed by the directors, the Delhi High Court had clarified that the pendency of the petition would not prevent the State Commission from proceeding with the execution proceedings. The High Court declined to grant any interim relief or stay against the operation of the arrest warrants and listed the matter for further hearing on 18 August 2026. The Commission listed the matter on 6 October 2026.

NCLT case and cases in high court and State consumer forums, RERA must be decided and courts must ensure that home buyers interests are protected and guilty is punished. It is responsibility of Government and judiciary to ensure that law abiding citizens are safeguarded from intricacies of law points and final judgement in such cases are not delayed overlooking genuine homebuyers and their families.
