The Collegium on 27-12-2023 recommended names for future Chief Justices for the High Courts of Allahabad, Gauhati, Jharkhand, Punjab and Haryana and Rajasthan, whose former Chief Justices had either retired or were elevated to the Supreme Court.
Justice Sanjaya Kumar Mishra was elevated as the Chief Justice of the Jharkhand High Court in February 2023 and had made it emphatically clear that his priority will be to impart justice to the poor and downtrodden while expediting old cases.
Justice Siddharth Mridul started his legal career in 1986 from Delhi High Court and for 37 years served the Court in the capacity of an Advocate and then a Judge. In October 2023, Justice Mridul took charge as the 7th Chief Justice of Manipur High Court.
The Collegium recommended the names considering the judicial track record of the Judges vis-à-vis disposal of cases and their competency, character and integrity.
Justice Chowdhury who is currently serving as an Additional Judge of Calcutta High Court, is due to retire on 27-12-2023.
Justice Vipin Sanghi, a third-generation lawyer, with a legal career spanning over 3 decades, retires on 26-10-2023 after an extensive tenure of 17 years as a Judge, which also includes his tenure as the 12th Chief Justice of Uttaranchal High Court.
The Supreme Court Collegium had recommended the name of Justice Mridul as the next Chief Justice of Manipur High Court in July 2023; however, the recommendation was pending before the Ministry of Law and Justice for approval.
The Collegium thoroughly scrutinized the recommended names on basis of the reports sent by the respective High Court Collegiums and material placed on record by the Department of Justice.

The Collegium had earlier (03-08-2023) proposed to transfer Justice Jhingan to Gujarat High Court, however, the proposal was pending before the Government since 11-08-2023.
The Collegium recommended names of 7 Judges for Allahabad High Court and 11 Judges for Punjab and Haryana High Court.

The Collegium on 16-08-2023 reiterated its proposal dated 10-08-2023 to transfer Justice Bhatnagar to Rajasthan High Court.
Justice Sudhir Singh’s transfer from Patna to Punjab and Haryana High Court was originally proposed by the Collegium on 03-08-2023.
Recommendation to transfer 14 High Court Judges was came on 10-08-2023. Earlier on 03-08-2023, the Collegium resolved to transfer 9 Judges. Thus, between these 2 dates, a total of 23 High Court Judges have been recommended for transfer.
