On 1 June 2026, the Ministry of Health and Family Welfare notified the Mental Healthcare (Central Mental Health Authority and Mental Health Review Boards) Amendment Rules, 2026 to amend the Mental Healthcare (Central Mental Health Authority and Mental Health Review Boards) Rules, 2018.
The Rules came into force on 1 June 2026.
All you need to know about the amendment:

Earlier, Chapter 3 covered Provisional Registration of Mental Health Establishments by Central Authority.
Now, it does not cover Temporary Registration but covers Registration of Mental Health Establishments by Central Authority.

A new provision, Rule 12-A, relating to “Procedure for Permanent Registration of mental health establishments by Central Authority” has been introduced. It says:

A mental health establishment will have to apply for permanent registration using Form-C, along with the required fee.

If the Central Authority is satisfied that the establishment meets all the standards and requirements under the Mental Healthcare Act, 2017, it will issue a Permanent Registration Certificate under Form-CA.

Any permanent registration certificate issued before 1 June 2026 will continue to be valid and will be treated as a valid permanent registration certificate under this rule.

Form- CA has been introduced relating to “Certificate of Permanent Registration”.
