Statutory framework under the Code on Social Security, 2020
Section 6 of the Code on Social Security, 2020 provides for the constitution of the National Social Security Board for unorganised workers. Section 114(6) further provides that the Board constituted under Section 6 shall also serve as the Board for the welfare of gig workers and platform workers, subject to the specified changes in its membership.
Section 114(1) empowers the Central Government to frame and notify social security schemes for gig workers and platform workers covering life and disability protection, accident insurance, health and maternity benefits, old-age protection, crèche facilities and other benefits determined by the Central Government.
The Code on Social Security, 2020, which introduced statutory recognition of gig workers and platform workers and provided for their social security, came into force on 21 November 2025.
The Board will provide an institutional framework for coordinating and overseeing social security measures for unorganised workers, gig workers and platform workers. Through its recommendations on welfare schemes, monitoring of their implementation, and review of expenditure and State-level record-keeping, it will play an important role in advancing the social security framework envisaged under the Code on Social Security, 2020.
