On 1 June 2026, the Ministry of Labour & Employment issued a directive regarding the mandatory onboarding of online aggregators on the eShram portal. This initiative aims to strengthen social security coverage for workers in the platform economy, especially gig and platform workers, by integrating them into a formal framework.
Background:
On 21 November 2025, the Code on Social Security, 2020 was implemented, under which the Central Government is empowered to frame social security schemes for such workers.
Further, under Rule 48(2) of the Social Security Rules, 2026, aggregators are required to share worker-related data electronically with the Government within 45 days of the commencement of the Rules.
The eShram portal (launched on 26 August 2021)1 serves as a centralized platform where unorganized workers are registered and provided a Universal Account Number (UAN) to access benefits.
To facilitate aggregator participation, the Ministry launched a dedicated Aggregator Module on 12 December 2024 for streamlined onboarding on the eShram portal.
The onboarding and API integration process is already underway, and 15 major aggregators, including Zomato, Blinkit, Swiggy, Uber, Ola, Rapido, Amazon, Zepto, Urban Company, and Porter have been onboarded.

Labour Ministry has emphasised that it is essential that both aggregators and platform workers register on the eShram portal to ensure eligibility for welfare measures and inclusion in a structured social security framework.

All aggregators have been directed to complete onboarding and API integration on a priority basis by 21 June 2026.

Timely compliance will enable seamless data flow, effective implementation of social security schemes, and help avoid penalties under Section 133 of the Code on Social Security, 2020.

A dedicated support and grievance redressal mechanism has been established, including a helpline and designated officials to assist aggregators during the onboarding process.
