Budget Session | 18 Bills passed by Parliament

The Budget Session, 2021 of Parliament, which commenced on January 29, 2021, has been adjourned on March 25, 2021.

During this Session a total of 20 Bills (17 in Lok Sabha and 03 in Rajya Sabha) were introduced. 18 Bills were passed by Lok Sabha and 19 Bills were passed by Rajya Sabha.

On 11th March, 2021, the Central Government has notified the ‘The Arbitration and Conciliation (Amendment) Act, 2021’. The Amendment Act is deemed to have come into effect from 4th November, 2020. The Amendment Act seeks to repeal The Arbitration and Conciliation (Amendment) Ordinance, 2020 and amend the Arbitration and Conciliation Act, 1996 (“Act”).

On February 17, 2021, the Major Port Authorities Act, received the assent of the President which will replace the previous Major Port Trusts Act, 1963.

Purpose of the Act: The Act is enacted to provide for regulation, operation and planning of Major Ports in India and to vest the administration, control and management of such ports upon the Boards of Major Port Authorities and for matters connected therewith or incidental thereto.

On March 25, 2021, the Medical Termination of Pregnancy (Amendment) Act, 2021 received President’s assent which will modify the Medical Termination of Pregnancy Act, 1971.

It shall come into force on such date as the Central Government may, by notification in the Official Gazette notifies.

The Insurance (Amendment) Act, 2021 shall come into force, once notified in the official gazette. The Act increases the Foreign Direct Investment (FDI) limit in the sector to 74 percent and removes restrictions on ownership and control. However, such foreign investment may be subject to additional conditions as prescribed by the Central Government.

The Mines and Minerals (Development and Regulation) Amendment Act, 2021 has come into force on March 28, 2021. It was passed in Lok Sabha on March 19, 2021 and Rajya Sabha on March 22, 2021. The Act amends the Mines and Minerals (Development and Regulation) Act, 1957, which regulates the mining sector in India.

  • Finance Bill, 2021

On March 28, 2021, the Finance Act received President’s assent in order to give effect to the financial proposals of the Central Government for the financial year 2021-2022.

  • National Commission for Allied and Healthcare Professions Bill, 2021

The National Commission for Allied and Healthcare Professions Bill, 2020 was passed in Rajya Sabha on 16th March, 2021. It was earlier passed in Lok Sabha on 15th September, 2020. The Bill seeks to regulate and maintain the standards of education and services by allied and healthcare professionals.

The Parliament has passed the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2021. The Bill was passed by Lok Sabha on March 11, 2021 and it was passed by Rajya Sabha earlier last month.

  • National Bank for Financing Infrastructure and Development Bill, 2021

The National Bank For Financing Infrastructure And Development Act, 2021 receives President’s assent on March 28, 2021. The Act seeks to establish the National Bank for Financing Infrastructure and Development (NaBFID) to fund infrastructure projects in India.

  • Jammu and Kashmir Reorganisation (Amendment) Bill, 2021

Lok Sabha passed the Jammu and Kashmir Reorganisation (Amendment) Bill, 2021, by a voice vote and it was passed by the Rajya Sabha on February, 2021.
