On 10-11 December 2014, several Memorandum of Understanding (MoU’s)/ Protocols/ Agreements were signed between India and Russia. They are as follows:

  • Protocols for consultations between the Ministry of External Affairs and Ministry of Foreign Affairs of Russia for the period 2015-16 – to envisage close consultation between the two foreign Ministries on various issues and multilaterals like UN, G-20, BRICS etc.

  • Agreement for Training of Indian Armed Forces Personnel in the Military Educational Establishments of the Defence Ministry of the Russian Federation – to lay down provisions and procedures for training courses in military educational and training establishments, and facilitation of better understanding between the two defence forces.

  • Bilateral cooperation in the civil nuclear energy sector – to strengthen cooperation in peaceful uses of atomic energy between the Republic of India and Russian Federation.
  • Bilateral cooperation for Technical Data and Information Non-Disclosure – to provide an impetus to scientific and technological cooperation in the peaceful use of nuclear energy.

  • Programme of Cooperation (POC) under Framework of Inter-Governmental Agreement – for enhancement of cooperation in Oil & Gas in 2015-16.

  • MoU between Quality Council of India (QCI) and Federal Accreditation Service of Russian Federation – to develop accreditation systems, sharing of information, and creation of conditions for the elimination of technical barriers in trade and economic cooperation.

  • MoU between Indian Council of Medical Research (ICMR) and the Russian Foundation for Basic Research (RFBR)– to envisage programme of cooperation in Health Research such as oncology, HIV/AIDS, new generation vaccines etc.

  • MoU between TATA Power and Russian Direct Investment Fund (RDIF) – to explore investment opportunities in the energy sector across the Russian Federation.

  • MoU between ACRON of Russia & NMDC of India– to envisage acquisition of stakes by a consortium of Indian companies in the US$ 2 billion project of ACRON, a Russian fertilizer company.

  • MoU between VTB (Vneshtorgbank) of Russia & ESSAR group – to envisage finance arrangement of US$ 1 billion to ESSAR by VTB for general corporate purpose.

  • MoU between IDFC (Infrastructure Development Finance Corporation Ltd.) & RDIF (Russian Direct Investment Fund) – to describe terms and conditions on creation of a fund for investments in India and Russia.

  • MoU between ‘Oil India Ltd.’ & ‘Zarubezhneft’ – to facilitate technological association on hydrocarbon projects in India.

  • MoU between FICCI & Delovaya Rossiya – to broaden and strengthen economic ties and facilitate exchange of information & support to enterprises in both countries.

  • MoU between new agencies PTI and TASS – to envisage cooperation on exchange of news and the right to use news items.

  • MoU between Electronics and Software Export Promotion Council of India (ESEPCI) and Skolkovo Foundation of Russia – to enter new market by means of joint ventures, strategic alliances and joint research and development.

  • MoU between ESSAR and ROSNEFT– for long term supply of crude oil.

  • MoU between EIRENE Systems & GLONASS Union – to envisage joint development and implementation of ‘Navigation Platform’ & ‘Geographical Information System’ in India.

  • MoU between Gamesa Wind Turbine Pvt. Ltd. of India and ROTEK of Russia – to facilitate cooperation between the two companies in wind power equipment.

  • Contract between Nuclear Power Corporation of India Ltd. (NPCIL) & ATOMSTROYEXPERT (ASE) – to mark the commencement of implementation of Unit 3 & 4 of KudanKulam Nuclear Power with supply of some major equipments by ATOMSTROYEXPERT

  • Supplement to General Framework Agreement (GFA) – for implementation of KadanKulam Nuclear Power Project (KKNPP) Unit 3 & 4.
