Goa Motor Vehicles (Amendment) Rules, 2026 notified: Goa Government omits Rule 310(A) Facilitation Fee provision and amends Registration Framework

Goa Motor Vehicles Amendment Rules 2026

On 13 October 2026, the Government of Goa notified the Goa Motor Vehicles (Amendment) Rules, 2026 to further amend the Goa Motor Vehicles Rules, 1991. The amendment omits the proviso to Rule 42 and removes Rule 310(A) from the principal Rules.

The amendment came into force on 15 October 2026 and affects the regulatory framework governing vehicle registration and inspection procedures.

The Goa Motor Vehicles (Amendment) Rules, 2016 had introduced Rule 310(A) into the Goa Motor Vehicles Rules, 1991. This provision imposed facilitation fees for inspection of motor vehicles conducted by the Registering Authority at the premises of vehicle dealers. The 2026 amendment removes this provision entirely from the Rules.

Key takeaways of the Goa Motor Vehicles (Amendment) Rules, 2026:

  1. The Amendment Rules are framed under Sections 28, 38, 65, 95, 96, 107, 111, 138, 159, 176, 211 and 213 of the Motor Vehicles Act, 1988.

  2. The amendment omits the proviso attached to Rule 42 of the Goa Motor Vehicles Rules, 1991.

  3. Rule 310(A) of the principal Rules has been omitted in its entirety.

  4. The omitted Rule 310(A) previously authorised collection of facilitation fees for vehicle inspections carried out by the Registering Authority at dealers’ premises. With the deletion of Rule 310(A), the statutory basis for levying facilitation fees for inspections conducted at dealers’ premises stands withdrawn.

  5. With the removal of the facilitation fee mechanism, vehicle dealers, vehicle purchasers, and registration authorities may no longer be subject to the fee framework previously prescribed under Rule 310(A).

  6. The amendment may simplify registration-related procedures where dealer-assisted vehicle inspections are involved. Stakeholders involved in dealer-facilitated registration processes should review existing practices and monitor further instructions issued by the transport authorities regarding inspection and registration procedures.
