Lok Sabha Approves Anti-Paper Leak Bill; 2-Month Probe, 3-Month Trial Framework

On 29 July 2026, the Lok Sabha passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, seeking to strengthen the legal framework governing paper leak cases and other examination-related offences.

Key Highlights:

1. The Lok Sabha has passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026.

2. The Bill proposes Special Fast-Track Courts, Special Task Forces for investigation, enhanced penalties and strict timelines for investigation and trial of offences under the Public Examinations (Prevention of Unfair Means) Act, 2024.

3. The Bill proposes a tougher enforcement framework, including:

   • Enhanced imprisonment from 3-5 years to 5-10 years for certain offences;

   • Increase in fines from ₹10 lakh to ₹50 lakh for specified offences;

   • Constitution of Special Task Forces for investigation of offences;

   • Establishment of Special Fast-Track Courts for trial of offences;

   • Completion of investigations within two months; and

   • Completion of trials within three months from filing of the chargesheet.

4. The Bill also provides for Special Public Prosecutors and a dedicated appellate mechanism to ensure expeditious disposal of cases.

5. The proposed amendments are aimed at ensuring time-bound investigations, expeditious trials and stronger deterrence against paper leak offences and organised examination-related crimes.
