National Highways Fee Rules, 2025.

On 3-10-2025, the Ministry of Road Transport and Highways notified the National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2025, introducing transformative changes to India’s toll collection system, reinforcing digital payments and enhancing commuter convenience. These Rules will be effective from 15-11-2025.

Key Points:

  1. The Amendment Rules mandates that toll fees are required to be paid through FASTag or any other device notified by the Central Government. This move aims to eliminate cash transactions and streamline toll operations nationwide.

  2. The vehicles entering toll plazas without a FASTag or with a non-functional FASTag will face tiered penalties:

    • Cash payment: Charged 2× the standard toll fee

    • UPI payment: Charged 1.25× the standard toll fee

  3. In cases where a vehicle has a valid FASTag with sufficient balance, but the toll infrastructure fails to process the transaction:

    • The vehicle is allowed to pass without paying

    • A zero-transaction receipt will be issued

  4. To enhances transparency and provides a clear audit trail for both users and authorities, every toll transaction will be accompanied by a receipt detailing:

    • Date and time of payment

    • Amount paid

    • Vehicle class

  5. This Amendment aims to:

    • Encourage adoption of FASTag or UPI to avoid penalties and ensure smoother travel.

    • Upgrade infrastructure to support UPI and maintain FASTag systems.

    • Reinforce Digital India goals and reduces cash handling at toll plazas.
