On 10 March 2026, the General Administration Department of Maharashtra issued a Government Resolution introducing “Come Early — Go Early”, a flexibility in office attendance for female officers and employees working in the Mumbai Metropolitan Region (MMR).
Background:
The standard working hours for all government offices are Monday to Friday, 9:45 AM to 6:15 PM. A prior Government Resolution issued on 31 December 2014, already allowed 60 minutes of flexibility for Mantralaya (state secretariat) employees regarding reporting time.
Government notes that women employed in the MMR often face long commute times, particularly especially Mumbai’s suburban trains experience severe crowding during peak hours.
Considering these challenges, the government sought to provide additional attendance flexibility specifically for women government officers/employees in the MMR.
Key takeaways:
-
With this notification the Government of Maharashtra has made changes in working hour flexibility for women in the public sector.
-
Female government officers/employees working in the MMR who report between 9:15 AM and 9:45 AM, are allowed to leave early by the same number of minutes they came early, subject to a maximum limit of 30 minutes.
-
This facility is officially termed “Come Early — Go Early”.
-
Women employees availing this flexibility will be required to ensure that government work is not disrupted in any manner.
-
For important work (e.g., Legislative Assembly work, court matters, urgent office duties), female employees will have to be present beyond flexible timing if required.
-
If senior officers or heads of office issue special instructions due to urgent work, these directives will be mandatory for the concerned employees.
This initiative not only eases the commuting burden for women but also aligns with Maharashtra’s broader efforts toward women’s welfare, safety, and empowerment. It complements various state-backed social, economic, and administrative reforms aimed at improving the working environment and daily life of women.
