TRAI registers first 8 Digital Connectivity Rating Agencies; introduces ‘Star rating’ for properties with digital connectivity

On 29-8-2025, the Telecom Regulatory Authority of India granted registration to 8 applicants as Digital Connectivity Rating Agency (‘DCRA’) under the Rating of Properties for Digital Connectivity Regulations, 2024 to enable prospective buyers, tenants and businesses to make informed decisions on the basis of actual connectivity performance.

Digital Connectivity Rating Agencies authorized to assess and rate the digital connectivity:

1. M/s Ardom Towergen Private Limited;

2. M/s Crest Digitel Private Limited;

3. M/s CTL Infocom Private Limited;

4. M/s ESTEX Telecom Private Limited;

5. M/s Frog Cellsat Limited;

6. M/s Phistream Consulting Private Limited;

7. M/s Shaurrya Teleservices Private Limited;

8. M/s TUV SUD South Asia Private Limited.

All you need to know about Digital Connectivity Rating:

1. The registration will be for 5 years from the date of grant of registration- 27-8-2025.

2. The Digital Connectivity Rating Agency will conduct assessment as per the methodology specified in Manual for Rating of Properties for Digital Connectivity

3. Digital Connectivity Rating Agency will assign the “Star Rating” to properties based on this assessment.

4. Star Rating System will reflect:

   • Fibre readiness;

   • In-building mobile coverage;

   • Wi-Fi coverage;

   • Broadband speeds;

   • Overall user experience.
