National Human Rights Commission: On 02-06-2025, the National Human Rights Commission (‘NHRC’) took suo motu cognizance of the reported death of a minor victim of rape and brutal physical assault due to alleged delayed treatment at Patna Medical College and Hospital (‘PMCH’), Bihar.
In a press release published by the Press Information Bureau (‘PIB’), this action was taken after the NHC came across a media report stating that on 01-05-2025, a nine-year-old girl victim of rape and brutal physical assault died at the PMCH. There were allegations that she was left waiting in an ambulance for several hours before getting a bed for her treatment. She was allegedly victimised in Muzaffarpur on 26-05-2025 and brought to the hospital in a critical condition on 30-05-2025.
Furthermore, according to the media report, the same perpetrator had earlier committed the same offence with another 12 year-old-girl and had attempted to kill her.
The NHRC noted that if the contents of the news report of minor rape victim’s death were true, it raised a serious issue of violation of human rights. Therefore, it issued notices to the Chief Secretary and the Director General of Police, Bihar, calling for a detailed report within two weeks.
