Under the tenure of newly appointed CJI Surya Kant, on 29-11-2025, the Supreme Court Registry issued an important circular on oral mentioning of matters.
It was stated that there will be no oral mentioning of matters will be permitted before Chief Justice of India, except allowed hereinafter:

No Senior Counsel shall be permitted oral mentioning before any Court. Young Junior counsel may be encouraged to make oral mentioning.

Furthermore, the Circular stated that all requests for mentioning of urgent fresh, after notice and regular matters, with effect from 01-12-2025, shall be as under:
Fresh matters

In view of the Circular regarding automatic listing of all matters of urgent nature and other matters, no mentioning for listing of such cases shall be permitted.

Where urgent interim orders are sought in any case and date of listing earlier than the scheduled date is sought for, mentioning of such matters will be permitted only after registration/verification of cases, after curing all defects.
In such cases, Members of the Bar / parties-in-person should submit their Mentioning Proforma with a letter of urgency to the Mentioning Officer, until 3:00 p.m., on the day previous to mentioning (Monday to Friday) and until 11:30 a.m. (Saturday). A list of such cases shall be prepared by the Mentioning Officer.

In case of an exceptionally urgent matter relating to anticipatory bail, death penalty, habeas corpus, eviction / dispossession and demolition, which cannot await listing on the scheduled date as per Circular on automatic listing, the Mentioning Proforma together with the Letter of urgency, must be handed over to the Mentioning Officer prior to 10:30 a.m.

The Mentioning Officer shall place the Mentioning Proforma together with the Letter stating the urgency before the Registrar (Judicial Listing) for seeking orders of the Chief Justice of India. The Letter shall specifically indicate as to why the matter cannot await listing on scheduled date, as provided in the Circular.
After Notice Matters

After the Mentioning Proforma with letter of urgency is submitted to the Mentioning Officer until 3:00 p.m., on the day previous to mentioning, he will check the status of such matters referred to in the Mentioning Proforma and will proceed to prepare lists to be placed before Registrar (Judicial Listing), for seeking instructions from the Chief Justice of India.
All the cases will either be listed or be included in the Mentioning List before the respective Court/s on the next sitting day, as per directions.

No mentioning of cases other than those notified in the Mentioning List/s published on the previous day shall be permitted.
Regular Hearing Matters

Mentioning of regular cases for listing before the Courts is not permitted.

However, if any application seeking relief of urgent nature or early hearing is filed, the same will be accepted for mentioning.
In such cases, Members of the Bar / parties-in-person should submit their Mentioning Proforma with a letter of urgency to the Mentioning Officer, until 3:00 p.m., on the day previous to mentioning.
Only after due verification and satisfaction of the Mentioning Officer, he will prepare a list of such cases to be placed before Registrar (Judicial Listing), for seeking instructions from the Chief Justice of India.
