1. Preliminary
1.1 Title: These Rules shall be called the Rules of Procedure for the National Youth Parliament.
1.2 Purpose: To ensure the orderly, democratic, and meaningful conduct of proceedings that emulate the working of the Indian Parliament.
1.3 Authority: The Rules are framed under the supervision of the Organizing Committee, the Speaker and the Judges of the National Youth Parliament.
1.4 Objective: To encourage deliberation, policy analysis, public speaking, and awareness of parliamentary democracy among youth participants.
1.5 The proceedings of the competition shall be conducted in a bilingual manner, allowing participants to express themselves in English and Hindi, as per their preference.
2. Composition and Structure
2.1 The Youth Parliament shall consist of:
⮚ Speaker / Presiding Officer
⮚ Deputy Speaker
⮚ Prime Minister / Leader of the House
⮚ Deputy Leader of the House
⮚ Chief Government Whip
⮚ Council of Ministers (Cabinet Members)
⮚ Leader of the Opposition (LoP)
⮚ Deputy Leader of the Opposition (LoP)
⮚ Chief Opposition Whip
⮚ Shadow Cabinet / Opposition Ministers
⮚ Independent / Regional Party Members (if applicable)
⮚ Secretariat Staff / Sergeant-at-Arms / Press Delegation (appointed by organizers)
Note- Detailed member matrix shall be provided.
2.2 Total number of members and party distribution shall be determined by the Organizing Committee prior to the session.
3. Role of the Speaker
3.1 The Speaker shall preside over all proceedings, maintain decorum, and interpret the Rules of Procedure.
3.2 The Speaker’s decision on any procedural matter shall be final.
3.3 The Speaker may warn, reprimand, or suspend any member for disorderly conduct to maintain the decorum of the House.
3.4 No debate shall continue without the Speaker’s recognition of the member speaker.
4. Agenda and Business of the House
4.1 The business of the Youth Parliament may include:
⮚ National Anthem
⮚ Oath / Affirmation by Members
⮚ Welcome Address
⮚ Introduction of Bills / Motions / Resolutions
⮚ Question Hour Zero Hour Calling Attention Motions
⮚ Legislative Business (discussion and voting on Bills)
⮚ Non-Legislative Business (Resolutions, Matters of Urgent Public Importance)
⮚ Debate on National Issues
⮚ Vote of Thanks and Valedictory
4.2 The agenda shall be circulated at least 24 hours before the session.
4.3 The order of business shall be determined by the Speaker in consultation with the Organizing Committee and the Judges.
5. Session Procedure
5.1 Commencement of the proceedings of the House
⮚ The Speaker calls the House to order.
⮚ National Anthem.
⮚ Members take the Oath/Affirmation.
⮚ The agenda for the day is announced.
5.2 Quorum
⮚ One-third of the total strength shall constitute the quorum.
⮚ If quorum is not met, the House shall stand adjourned temporarily.
6. Question Hour (Duration: 30 Minutes)
6.1 Members may address Starred (requiring oral answer) or Unstarred (written answer) questions to Ministers.
6.2 Each member may ask only one starred question and one supplementary.
6.3 Ministers must provide concise and relevant replies.
6.4 Supplementary questions shall be permitted at the Speaker’s discretion.
7. Zero Hour (Duration: 15 minutes)
7.1 Members may raise issues of urgent public importance without prior notice.
7.2 Each member shall be allowed to speak for 1.5 minutes.
7.3 The Speaker shall maintain time discipline and may cut off speeches if necessary.
NATIONAL YOUTH PARLIAMENT
8. Motions and Resolutions
8.1 Types of Motions
⮚ Adjournment Motion: To discuss a matter of urgent national importance.
Calling Attention Motion: To draw government’s attention to an important issue.
⮚ No-Confidence Motion: Against the Council of Ministers (requires support of 1/5th members to admit).
⮚ Confidence Motion: Introduced by the government to prove its majority.
⮚ Censure Motion: To express disapproval of a minister’s conduct or policy.
⮚ Private Member’s Resolution: Brought by a non-minister member.
8.2 All motions shall be submitted in writing to the Secretariat prior to the session.
8.3 The Speaker may admit, reject, or modify motions in accordance with relevance and decorum.
9. Debate Procedure
9.1 The Speaker recognizes members to speak in order.
9.2 Each speech shall not exceed 5 minutes, unless otherwise permitted.
9.3 Point of Orders after the speech of a member is allowed only with the Speaker’s Perrmission.
9.4 Personal attacks, unparliamentary language, and cross-talk shall be strictly prohibited and all members are to maintain a parliamentary decorum throughout the session.
9.5 The Leader of the House and the Leader of Opposition shall be given priority in major debates.
10. Legislative Business (Bills)
1. Introduction (First Reading) — Bill is introduced and title read.
2. General Discussion (Second Reading) — Principle and purpose debated.
3. Consideration Stage — Clause-by-clause discussion (optional in short sessions).
4. Voting — The House votes “Aye” or “No”.
5. Passage (Third Reading) — Bill adopted if majority supports it.
10.2 The Speaker shall conduct voting by:
Voice Vote, or Show of Hands (if division demanded).
10.3 A simple majority shall suffice unless otherwise specified.
11. Points of Order / Breach of privilege
11.1 Any member may rise on a point of order to object to a procedural irregularity.
11.2 Any member raise a breach of privilege on a fellow member of the parliament in case of a factual inaccuracy quoted in their oral statement.
11.3 Debate on a point of order is not permitted.
12. Privilege and Decorum
12.1 Members shall address the Speaker and each other with respect.
12.2 All remarks must be addressed through the Speaker (“Madam/Sir Speaker”).
12.3 Disorderly or unparliamentary conduct may result in:
⮚ Warning
⮚ Suspension for the remainder of the session
⮚ Expulsion (in extreme cases)
13. Press and Visitors
13.1 Media and visitors shall observe silence and not interrupt proceedings.
13.2 Photography or recording requires prior permission of the Secretariat.
14. Voting and Division
14.1 All decisions shall be by majority vote.
14.2 In case of a tie, the Speaker shall exercise a Casting Vote.
15. Adjournment and Suspension of Sitting
15.1 The Speaker may adjourn or suspend the sitting in case of disorder or at the scheduled time.
15.2 No member shall leave the chamber during voting or while the Speaker is speaking.
16. Awards and Evaluation (for Competitive YPs)
16.1 Members shall be evaluated on:
⮚ Content and relevance of speech.
⮚ Knowledge of procedure and issue.
⮚ Presentation and oratory.
⮚ Discipline and decorum.
⮚ Team coordination and adherence to party line.
16.2 Awards
⮚ Best Parliamentarian – Rs.1000
⮚ Best Speaker (Opposition/Government) – Rs.1000 (each)
⮚ Best Debater on Bill/Resolution – Rs.1000
17. Amendment and Interpretation
17.1 Any amendment to this ROP may be made only by the Organizing Committee.
17.2 The Speaker’s interpretation of any ambiguity in these Rules shall be final and binding.
