NHRC Service Rules 2025: Salaries, Allowances & Conditions of Service for 50 Posts

NHRC Service Rules

On 27-11-2025, the Ministry of Home Affairs notified the National Human Rights Commission (Salaries, Allowances and Conditions of Service of Officers and other Staff) Rules, 2025 to create a structured and fair system for managing the workforce of National Human Rights Commission, in line with the Government norms and the National Human Rights Commission’s mandate. The provisions came into force on 27-11-2025.

Key Provisions:

  1. The National Human Rights Commission (Salaries, Allowances and Conditions of Service of Officers and other Staff) Rules, 2025 comes under the ambit of the Protection of Human Rights Act, 1993.

  2. These Rules will apply to the following 50 posts:

    • Director General (Investigation);

    • Registrar (Law);

    • Joint Secretary;

    • Chief Coordinator (Training);

    • Presenting Officer;

    • Deputy Inspector;

    • Senior Superintendent of Police;

    • Director;

    • Joint Registrar;

    • Deputy Registrar;

    • Joint Director (Research);

    • Senior Principal Private Secretary;

    • Deputy Secretary;

    • Assistant Registrar;

    • Under Secretary;

    • Senior Research Officer;

    • Principal Private Secretary;

    • Senior System Analyst;

    • Deputy Superintendent of Police;

    • Senior Accounts Officer;

    • System Analyst;

    • Assistant Information Officer;

    • Research Officer;

    • Librarian cum- Documentation Officer;

    • Assistant Director (Hindi);

    • Assistant Accounts Officer;

    • Private Secretary;

    • Section Officer;

    • Assistant Section Officer;

    • Inspector;

    • Personal Assistant;

    • Programmer;

    • Senior Research Assistant;

    • Deputy Documentation Officer;

    • Research Assistant;

    • Programmer Assistant;

    • Accountant;

    • Staff Car Driver (Special Grade);

    • Staff Car Driver Grade-I;

    • Staff Car Driver Grade-II;

    • Staff Car Driver (Ordinary Grade);

    • Junior Accountant;

    • Senior Secretariat Assistant;

    • Assistant Librarian;

    • Stenographer Grade-D;

    • Constable;

    • Junior Secretariat Assistant;

    • Despatch Rider;

    • Multi Tasking Staff;

  3. The pay, allowances, leave, retirement age, pension, provident fund, and other service conditions of NHRC officers and staff will follow the same rules as those applicable to Central Government employees of equivalent rank, subject to approval by the competent authority.

  4. The medical facilities will be covered under the Central Government Health Scheme.

  5. Categories and Pay Structure:

    • Posts will be classified into Group A, B, and C, in alignment with the Central Government norms.

    • Pay levels will follow the 7th CPC Pay Matrix. For instance:

      Director General (Investigation) — Level 16 (Rs. 2,05,400— Rs. 2,24,400);

      Registrar (Law) — Level 15;

      Joint Secretary / Chief Coordinator — Level 14;

      Deputy Inspector General — Level 13A;

      Group B posts — Levels 6—8

      Group C posts — Levels 1—5.

  6. Appointing Authorities:

    • Posts equivalent to Group ‘A’- Chairperson, National Human Rights Commission;

    • Posts equivalent to Group ‘B’- Secretary General, National Human Rights Commission;

    • Posts equivalent to Group ‘C’- Director, National Human Rights Commission.

  7. Disqualification: A person cannot be appointed if they are married to someone who already has a living spouse, or if they themselves have a living spouse and marry another person.
    However, the Central Government can allow an exception if such a marriage is permitted under the personal law of both parties and there are valid reasons for granting the exemption.

  8. These rules do not change the existing provisions for reservation, age relaxation, or other benefits for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories. Such concessions will continue as per Central Government orders.

  9. These Rules in supersession of:

    • National Human rights Commission (Group ‘A’ and Group ‘B’ Posts) Recruitment Rules, 1996– so far as they relate to the posts of Director General (Investigation), Private Secretary, Senior Accounts Officer, Section Officer, Deputy Superintendent of Police, Inspector, Personal Assistant and Assistant;

    • National Human Rights Commission (Salaries, Allowances and Conditions of Service of Officers and other Staff) Rules, 2020- so far as they relate to the posts of Registrar (Law), Joint Secretary, Chief Coordinator (Training), Presenting Officer, Deputy Inspector General, Senior Superintendent of Police, Director, Joint Registrar, Deputy Registrar, Joint Director (Research), Senior Principal Private Secretary, Deputy Secretary, Assistant Registrar, Under Secretary, Senior Research Officer, Principal Private Secretary, Senior System Analyst, Information and Public Relations Officer, System Analyst, Assistant Information Officer, Research Officer, Librarian/ Documentation Officer, Assistant Director (Hindi), Programmer, Senior Research Assistant, Assistant Accounts Officer, Deputy Documentation Officer, Research Assistant, Programmer Assistant, Accountant, Staff Car Driver (Special Grade), Staff Car Driver Grade-I, Staff Car Driver Grade-II, Staff Car Driver (ordinary grade), Junior Accountant, Upper Division Clerk, Assistant Librarian, Stenographer Grade-D, Constable, Lower Division Clerk, Despatch Rider and Multi-Tasking Staff.
