On 13-3-2026, the Ministry of Communications notified the Post Office (Second Amendment) Regulations, 2026 to amend the Post Office Regulations, 2024 introducing the concepts of “Premium Speed Post Document” and “24 Speed Post Parcel”.
The provisions will come into force from 17-3-2026.
All you need to know about “Premium Speed Post Document” introduced under Regulation 99-A:

This service will either be:
-
“24 Speed Post”- delivering the next day from the date of booking; or
-
“48 Speed Post”- delivering within 2 days from the date of booking.

This service will be available in metropolitan cities initially.

Retail customers, bulk customers, and corporate customers entering into agreements with the Department of Posts will be eligible to avail these services.

Conditions relating to weight, size and permissible limits:

All speed posts will be transmitted by air.
Exception- Posts that will reach faster when delivered by surface transmission.

Weight should exceed 500gms including volumetric weight.

Postage and other fees will be charged in accordance with volumetric wight or gross weight, whichever is higher.

Size should not exceed the dimensions of 420mm (length), 297 mm (breadth), and 24mm (height).

On payment of fees, pick-up facility, proof of delivery, insurance, registration, and other value- added services will be provided.

These premium products should generally be address specific.

Tariffs:
-
24 Speed Post- specified in Table IV B of Schedule I;

48 Speed Post- specified in Table IV C of Schedule I.

For delivering value- added service of Registration and OTP delivery services, a fee of Rs. 5 will be charged.

The Circle head will specify the offices where the postal items called “Speed Post Document” and premium products “24 Speed Post” and “48 Speed Post” can be booked.

It will be transmitted through air and will be delivered the next day from the date of booking.
Exception- Posts that will reach faster when delivered by surface transmission.

Weight slab table is specified under Table IV D of Schedule I which is based on volumetric weight or gross weight, whichever is higher.

On payment of fees, pick-up facility, proof of delivery, insurance, registration, and other value- added services will be provided.

OTP based delivery will be available as a bundled service with 24 Speed Post Parcel.

This service will be available in metropolitan cities initially.
