The Kerala Law Academy Law College in association with Centre for Advanced Legal Studies and Research (CALSAR) is organizing a National Seminar on ‘Demonetisation and Digital Economy: Insights to Law and Governance’ on 3rd February, 2017 at Kerala Law Academy Campus, Peroorkada, Trivandrum, Kerala. We cordially invite papers from academicians, practitioners and activists from diverse fields of study such as law, economics, political science, public administration, finance, banking etc.
CONCEPT NOTE: The 8th November declaration is a generations’ memorable experience and is going to be one of the economic events of our time. The debate over the demonetisation, following the Prime Ministerial declaration on 8th November 2016 has triggered new political, economic, social and legal discussions in the country. The discussions as usual follow the popular pattern of analysing the merits and demerits of the demonetisation, efficiency of the measure in achieving the envisaged outcomes, its timing, its managerial issues, institutional frictions and inertias, legality and legitimacy of the policy decisions etc. Interestingly, the notification is coupled with another major economic reform i.e., a drift towardsdigital economy.
The implications of such reforms attempting a sweeping changein economic structure are beyond human imaginations. There is an uncertainty about what could be the possible impact on various sectors of economy and its elements. The human consequences, whether are they accounted for or not, is an important policy matter when such reforms are attempted. This raise, on one side, the questions of accountability and responsibility and on the other side, the need for efficiency and enforceability of monetary laws gain prominence and compete equally well, if not higher. The balancing is more complex, when claims are presented in the wrapper of public and national interest.
Therefore, the academic fraternity of Kerala Law Academy Law College feels there is much more to be discussed about new demonetisation notification than from the popular standpoints. Moreover the experiences of the new notification have been unalike in different states of the country. It is closely related to their market structure, to the level of social and political maturity of the populations; and to the trading traditions and customs. We hence organise this national seminar to collate various perspectives from different parts of the country and to mark a research co-ordination in the area of Law and Monetary Policy. We cordially invite scholars, and practitioners from different parts of the country and from the diverse streams of discipline such as, economics, law, political science, monetary science, banking sector, finance, management etc. to engage in deliberations. The Seminar will have three technical sessions devoted to discuss each of the issue in great depth.

GUIDELINES ON SUBMISSION OF FULL PAPERS
- Kindly confine yourself to the areas identified for the Seminar. The papers may be in Times New Roman Font 12 size in A4 format, single line spacing, not exceeding 2500 words including footnotes.
- An abstract not exceeding 500 words shall be submitted for consideration. The abstract shall contain the Synopsis of the Paper, Subtitles, Reference materials and conclusion indicating author’s perspective. The abstract must be mailed to klaseminar17@gmail.com on or before 20th January 2017.
- The papers shall be screened by an academic committee. The abstract approved by the committee shall be accepted for presentation in the seminar. The intimation of selection will be made through email.
- The final paper should contain a cover page which includes Name, Designation, Relevant Discipline and Year of Study, Address, email id and Contact number.
- Abstracts and papers should be written in English, and the working language of the seminar will be English and presentations shall be done in English.
- Co-authorship is permitted, subject to a limit of maximum two authors per submission. Submission should be made by the author who will attend the seminar. For papers having more than one author, the second author shall also pay his registration fee.
- No part of the paper should have been published earlier nor should it be under consideration for publication. Any form of plagiarism will result in immediate disqualification.
- A Registration fee of Rs. 1000/- has to be paid by each participant on or before 3rd February 2017.
- Delegates who wish to present paper in-absentia are also encouraged to send an abstract and full paper. Seminar kit will not be provided for the registration of in-absentia presenters. They will have to pay Rs 1500/- as registration fee. In-absentia participants are requested to send a DD in favour of “The Principal, Kerala Law Academy Law College”.
- There will be no TA/DA

Communication of Abstract Acceptance/Rejection: Rolling Basis (within two days of submission).
Submission of full paper: 30th January, 2017.
Date of payment of Registration fee: on or before 3rd February, 2017.
ACCOMMODATION & TRANSPORT: Free Accommodation will be provided to female participants. Male participants can avail accommodation upon payment of Rs. 1,500/- each per participant. Free Transportation will be provided to participants upon arrival (within the city limits of Trivandrum) to the place of accommodation/ venue and back to the point of departure.
