The Directorate General of Trade Remedies (DGTR) has recommended levy of anti-dumping duty on import of Phthalic Anhydride (PAN) from China, Korea, Indonesia and Thailand on May 19, 2021. PAN is an important chemical intermediate in the plastic industry. The DGTR under the Ministry of Commerce and Industry has recommended duty between $40.08- 140.17 per MT on the imports of the chemical intermediate used in the plastic industry.

Earlier, India had imposed safeguard measure on imports of PAN from Korea pursuant to a bilateral safeguard investigation vide Customs Notification No. 44/2020-Customs dated December 18, 2020. Accordingly, ADD recommended on import from Korea will be payable after adjusting the safeguard measure already imposed.

The Ministry of Finance has t o take the final call on the recommendation of the duty by DGTR within three months.
