The Bill contains 340 Sections, 15 Chapters and 4 Schedules. The objective of the Bill is to reduce road traffic accident deaths, improve GDP and to create jobs in order to enable the mission of \u201cMake in India\u201d.<\/p>\n<p>The Bill proposes inter alia:<\/p>\n<ul type=\"disc\">\n<li>Setting up of an independent institution for vehicle regulation and road safety, and an innovative funding mechanism to implement safety programs.<\/li>\n<li>A transparent single window driver licensing system, unified vehicle registration system in a dynamic and digitalised information system.<\/li>\n<li>Simplified permits &amp; single portal clearances.<\/li>\n<li>Adoption of innovative and new technologies to regulate safer travel.<\/li>\n<li>Development of integrated transport systems &amp; multi-modal hubs.<\/li>\n<li>Regulation of public transportation in eco-friendly manner.<\/li>\n<li>Special emphasis on the safety of school children, disabled person and security of women.<\/li>\n<li>Creation of motor accident fund for immediate relief to accident victims.<\/li>\n<li>Cashless treatment of victims of accidents during \u2018Golden Hour\u2019.<\/li>\n<li>Speed limits to be posted on all roads.<\/li>\n<li>Prohibition of hand held communication devices while driving.<\/li>\n<li>Framework to prevent overloading of vehicles.<\/li>\n<li>Standards &amp; guidelines for road infrastructure development and construction.<\/li>\n<li>Private participation in vehicle fitness testing.<\/li>\n<li>Roadworthiness tests for all vehicles.<\/li>\n<li>Impairment test- breathe test- clinical test etc in case of suspicion about fitness of the driver.<\/li>\n<li>Requirement of Vehicle type approval certification, certification of conformity, unique identification mark and the display of the Registration mark for all the motor vehicles to be used in a public place.<\/li>\n<li>Safety performance test and competency test to ensure road safety.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The Bill also proposes increased penalties for the contravention of the provision of the Act and provides for electronic detection and centralized offences information to identify repeat offenders.
