Union of India, <\/i><a href=\"http:\/\/www.scconline.com\/LoginForNewsLink\/2013_16_SCC_474 \">(2013) 16 SCC 474<\/a><i>, <\/i>that hat&nbsp; in&nbsp; the&nbsp; given&nbsp; circumstances (where application is filed after the cut-off date)&nbsp; mandamus&nbsp; could not be issued to the Government &nbsp;&nbsp;to exercise its discretionary&nbsp; powers&nbsp; in&nbsp; a&nbsp; particular&nbsp; manner&nbsp; to&nbsp; modify&nbsp; the &nbsp;time-schedule.&nbsp;&nbsp; Sanctity&nbsp;&nbsp; to&nbsp;&nbsp; the&nbsp;&nbsp; time-schedule&nbsp;&nbsp; has&nbsp;&nbsp; to&nbsp;&nbsp; be attached.<o:p><\/o:p><\/span><\/p>\n<p ><span lang=\"EN-US\">The Court had further held that directions for consideration of applications which were incomplete on the cut-off date would result in granting benefit to some institutes, while similarly situated other institutes would be denied such benefit.&nbsp;<\/span><span>U.P. Rural Institute of Medical Science &amp; Research v. Union of India,&nbsp;<\/span><span><a href=\"http:\/\/www.scconline.com\/LoginForNewsLink\/2015_SCC_OnLine_Del_10296 \">2015 SCC OnLine Del 10296<\/a>,&nbsp;<\/span><span>decided on <\/span><st1:date month=\"7\" day=\"13\" year=\"2015\" w:st=\"on\">13<sup>th<\/sup> July, 2015<\/st1:date><span><\/span><\/p>\n<p ><span
