Delhi High Court:<\/span> In a batch of writ petitions filed by medical graduates, who had misplaced or lost their National Eligibility cum Entrance Test-Undergraduate (NEET-UG) scorecards of previous years, seeking issuance\/release of duplicate scorecards in order to complete their applications and participate in the Foreign Medical Graduate Examination (FMGE), scheduled for 31 October 2026, the Single Judge Bench of Jasmeet Singh, J.<\/span>, allowed the application issued directions simplifying the procedure for issuance of duplicate NEET-UG scorecards to enable FMGE aspirants to participate in examination.<\/p>\n

In the instant matter, the NTA had issued a public notice and office memorandum dated 17 September 2026 prescribing the procedure for issuance of duplicate scorecards. Clause 5.1 required, inter alia, an application, affidavit concerning the loss of the scorecard, police report regarding the loss\/theft, photographs attested by a gazetted officer or Head of the Institution, identity documents, examination-related documents, proof of fee payment and an indemnity-cum-undertaking.<\/p>\n

During the hearing, NTA had clarified that the requirement under Clause 5.1(c<\/span>) and (d<\/span>) concerning the police report and attestation of photographs by a gazetted officer or Head of the Institution, respectively were not being insisted upon.<\/p>\n

The Court noted that the petitioners were preparing for an examination “which is crucial for their career prospects as doctors” and therefore, requiring them to comply with all the prescribed formalities at the last minute would not be practicable.<\/p>\n

Thus, the Court modified the documentary requirements applicable to the present batch of petitioners, and directed the petitioners to submit:<\/p>\n

    \n
  1. \n

    A duly filled and signed application in the form prescribed at Annexure I.<\/p>\n<\/li>\n

  2. \n

    A self-attested affidavit as per Annexure II, declaring the facts and circumstances of loss\/theft\/mutilation\/damage\/destruction, and undertaking that if the original scorecard is subsequently recovered, the same shall be surrendered to NTA.<\/p>\n<\/li>\n

  3. \n

    2 recent passport-size colour photographs of the applicant, one affixed on the application form and 1 on the self-attested affidavit. (No stamp paper)<\/p>\n<\/li>\n

  4. \n

    A self-attested photocopy of a government-issued photo identity document (Aadhaar, PAN, Passport, Voter ID or Driving Licence), together with a self-attested photocopy of the Aadhaar (with masked digits, in accordance with UIDAI guidelines) or, in the case of an applicant residing abroad, a self-attested photocopy of the passport.<\/p>\n<\/li>\n

  5. \n

    A statement whether the admit card, registration slip of the examination is available with the applicant or not, and if the same is available, a self attestedself-attested photocopy of the same.<\/p>\n<\/li>\n

  6. \n

    Proof of payment of the requisite fee.<\/p>\n<\/li>\n

  7. \n

    Self-attested indemnity cum affidavit as per form prescribed at Annexure 3. (No stamp paper)<\/p>\n<\/li>\n<\/ol>\n

    The Court also accepted NTA’s statement that, for the present batch, the prescribed fee could be deposited through NEFT, with proof of payment annexed to the application. The Court further directed that:<\/p>\n

      \n
    1. \n

      Complete application, with the required documents, be submitted to NTA within 7 days, and that the scorecard be generated within 7 days thereafter.<\/p>\n<\/li>\n

    2. \n

      Petitioners could apply through the portal as well as by sending the application to the email address specified in the office memorandum.<\/p>\n<\/li>\n

    3. \n

      All the petitioners may write a letter expressing their desire to appear for the FMGE scheduled on 31 October 2026. Such letter was to be treated as sufficient compliance and deemed a valid application form by NBEMS. It was clarified that the form of the letter was not material; it merely had to intimate that the petitioner desired to participate in the examination.<\/p>\n<\/li>\n

    4. \n

      All deficiencies were required to be rectified by 21 October 2026, 11.55 p.m.<\/p>\n<\/li>\n

    5. \n

      All the petitions and pending applications were disposed of with the above directions.<\/p>\n<\/li>\n<\/ol>\n
