non-milk products may no longer be sold as &#8216;paneer&#8217;"},"content":{"rendered":"<div style=\"text-align: justify; line-height: 150%;\">\n<p style=\"margin-bottom: 3%;\">On 22 September 2026, the Food Safety and Standards Authority of India (FSSAI) published the draft <span style=\"font-weight: bold;\">Food Safety and Standards (Prohibition and Restrictions on Sales) Amendment Regulations, 2026<\/span>, proposing restrictions on the use of the term &#8220;paneer&#8221; for non-milk analogue products.<\/p>\n<p style=\"margin-bottom: 3%;\">FSSAI has invited objections and suggestions from stakeholders within 60 days of 23 September 2026.<\/p>\n<p>Stakeholders can submit objections or suggestions to:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Chief Executive Officer, FSSAI, FDA Bhawan, Kotla Road, New Delhi- 110002; or<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">Email at regulation@fssai.gov.in<\/p>\n<\/li>\n<\/ul>\n<p style=\"font-weight: bold;\">Key Highlights:<\/p>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The draft amendment has been issued under Section <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0001552170\" target=\"_blank\">92<\/a> of the <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002763212\" target=\"_blank\">Food Safety and Standards Act, 2006<\/a>, proposing amendments to the <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-9000140225\" target=\"_blank\">Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011<\/a>.<\/p>\n<\/li>\n<li>\n<p>The amendment seeks to restrict the manufacture, sale and marketing of analogue products as paneer to prevent consumers from being misled regarding the nature and composition of such products.<\/p>\n<\/li>\n<li>\n<p>Under the proposal, products already licensed or registered under the <span style=\"font-weight: bold;\">&#8216;Analogue in Dairy Context&#8217;<\/span> category will be required to discontinue the use of the term <span style=\"font-weight: bold;\">&#8220;paneer&#8221;<\/span> in their nomenclature, labelling and marketing.<\/p>\n<\/li>\n<li>\n<p>The draft amendment proposes to insert a new clause in Regulation 2.1.1 of the 2011 Regulations.<\/p>\n<\/li>\n<li>\n<p>The proposed clause would prohibit the sale of <span style=\"font-weight: bold;\">&#8220;paneer made of constituents not derived from milk&#8221;.<\/span><\/p>\n<\/li>\n<li>\n<p>The proposed amendment aims to ensure that only products derived from milk can be marketed and sold as <span style=\"font-weight: bold;\">paneer<\/span>.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">The move is intended to strengthen consumer protection and reduce the possibility of consumers confusing analogue products with traditional dairy paneer.<\/p>\n<\/li>\n<\/ol>\n<p style=\"margin-bottom: 3%;\">Read More: <a href=\"https:\/\/www.scconline.com\/blog\/post\/2026\/03\/14\/fssai-licensing-registration-amendment-regulations-2026\/\" target=\"_blank\">FSSAI Licensing &amp;
