The Singapore International Arbitration Centre (SIAC) formally inaugurated its Delhi Liaison Office on 25 July 2026, marking its seventh overseas office globally and third representative office in India, alongside its offices in Mumbai, Maharashtra and GIFT City, Gujarat. The office was inaugurated as part of the SIAC Annual India Conference 2026 in Delhi, in the presence of<\/p>\n

    Ahead of the conference, the Singapore Ministry of Law, in a press release announcing Minister Edwin Tong SC’s official visit to India, described the inauguration as “a significant milestone in promoting and deepening dispute resolution cooperation between Singapore and India.” The Ministry further quoted Minister Edwin Tong SC as saying that the launch of the Delhi Liaison Office, SIAC’s third office in India, reflected SIAC’s confidence in India’s immense potential and its longstanding engagement with Indian users, adding that the new office was “a testament to the deep and growing relationship between SIAC and the Indian legal and business community” and would support the continued growth of international arbitration in the region.1<\/sup><\/a><\/p>\n

    Reflecting on his long association with India, Minister Edwin Tong SC recalled his first visit to Delhi as a young lawyer, narrating how he had become lost while searching for a renowned law bookshop before eventually discovering a bookseller who quickly returned with every title on his list, long before the advent of artificial intelligence. Returning to Delhi over the years, he said he had grown familiar not only with the city but also with its people and legal community. Describing Indian lawyers as among “the brightest legal minds<\/span>” he had encountered anywhere in the world, he remarked that they were “elegant, sharp, but also deeply grounded<\/span>”, and the kind of lawyers “that really make you raise your game just by being in the same room<\/span>.”<\/p>\n

    Turning from his personal recollections to the significance of the occasion, Minister Edwin Tong SC remarked that the inauguration of the Delhi Liaison Office represented more than the opening of another representative office, it reflected “trust”. He stated:<\/p>\n

    “Today’s opening reflects trust – trust in the rule of law, trust in reliable institutions, and trust in international arbitration as an infrastructure that can allow Singapore and India to grow together in confidence.”<\/p>\n

    He said he had watched India evolve over several decades into one of the world’s leading economies, pointing to its transformation in sectors such as pharmaceuticals, renewable energy, manufacturing and digital innovation. While the scale of India’s domestic market, its talent and infrastructure were important attractions, he observed that “what ultimately draws serious long-term investors is something more fundamental”, namely confidence that contracts would be honoured, rights protected and disputes resolved fairly, efficiently and predictably.<\/p>\n

    Minister Edwin Tong SC noted that India had undertaken “serious work” to strengthen its arbitration ecosystem through amendments to the Arbitration and Conciliation Act, the growth of Indian arbitral institutions, and the increasing sophistication of Indian counsel and arbitrators appearing in international disputes. These developments reflected what he described as India’s persistent national commitment to becoming not merely a destination for investment but also a destination for the resolution of commercial disputes.<\/p>\n

    He also observed that the approach adopted by Indian courts in arbitration matters closely mirrored that of Singapore, namely respecting party autonomy while exercising only limited supervisory intervention. This shared commitment to the rule of law, party autonomy and restrained judicial intervention formed a common foundation for the confidence that users place in both jurisdictions as centres for international arbitration.<\/p>\n

    Tracing the historical relationship between the two countries, Minister Edwin Tong SC remarked that the Singapore-India partnership extended back more than two centuries. He referred to the historical links between the two legal systems, including Singapore’s Penal Code being modelled on the Indian Penal Code, the parallel development of early legal institutions, and India’s early recognition of Singapore’s independence in 1965.<\/p>\n

    He also recalled that Singapore had looked to India for diplomatic support in its formative years, while Singapore, in turn, had recognised India’s long-term economic potential during the economic reforms of the 1990s. Recalling that many investors had then adopted a “wait and see” approach, he said Singapore instead recognised India’s long-term potential and remained confident that its economic rise would become one of the defining stories of the twenty-first century.<\/p>\n

    Today, he noted, Singapore is India’s largest source of foreign direct investment and bilateral cooperation has expanded across trade, digital connectivity, urban development, manufacturing, healthcare and legal cooperation. He also referred to the India-Singapore Ministerial Roundtable as one of Singapore’s most substantive bilateral mechanisms. He noted that cooperation now extends across digitalisation, sustainability, healthcare, advanced manufacturing, skills development and connectivity. He further cited Singapore’s participation in projects such as the Amaravati capital city development and the Chennai-Bengaluru Industrial Corridor, as well as the PayNow-UPI linkage, which he described as the world’s first connection between two real-time payment systems, as examples of the practical cooperation between the two countries.<\/p>\n

    Turning specifically to SIAC’s relationship with India, Minister Edwin Tong SC observed that Indian parties have consistently ranked among SIAC’s largest foreign users since the year 2010. Between 2011 and 2025, SIAC administered more than 1,600 arbitrations involving over 2,600 Indian parties, accounting for approximately 24% of its overall caseload during that period, with disputes collectively exceeding SGD 33 billion in valuation. He further highlighted that Indian users accounted for around 30% of SIAC’s emergency arbitration applications and approximately 15% of expedited procedure applications, describing them as sophisticated users who fully utilised the institution’s procedural mechanisms. He observed that many of SIAC’s most significant cases had been argued by Indian counsel and thanked Indian practitioners who serve on the SIAC Board and Court for helping shape the institution over the years.<\/p>\n

    Explaining why Delhi was chosen, Minister Edwin Tong SC described it as India’s legal centre, home to the Supreme Court, the Delhi High Court, leading law firms and a vibrant legal community. He said that opening an office here is simply about being closer to the people we serve and the people we hope to serve and described the Delhi office as part of SIAC’s long-term institutional commitment to India.<\/p>\n

    Minister Tong noted that SIAC was not here to compete with India’s arbitration institutions but to complement them, adding that the Delhi office would focus on strengthening collaboration across the arbitration ecosystem. He expressed hope that the Delhi office would complement the existing ecosystem by connecting Indian practitioners with counterparts in Singapore and elsewhere, strengthening engagement with law schools, professional bodies and arbitral institutions, and helping bridge the next generation of arbitration talent into international practice.<\/span> He also observed that Indian law firms and lawyers already form an important part of Singapore’s legal ecosystem and welcomed greater engagement by Indian arbitration institutions in Singapore.<\/p>\n

    Concluding his address, Minister Edwin Tong SC quoted Prime Minister Narendra Modi’s observation at the G7 Summit that “The world today does not suffer from a shortage of resources. It suffers from a shortage of trust.”<\/span> He remarked that “trust is not something we build overnight”. Rather, it is earned through honouring commitments and working together in good faith. According to him, arbitrators, counsel, academics, institutions and students collectively form the “trust infrastructure” upon which businesses and investors rely. He added that every award fairly decided, every argument honestly made, and every legal principle faithfully upheld contributed to the confidence on which international commerce ultimately relies on.<\/p>\n

    Minister Tong concluded by expressing confidence that the strongest chapters of the India-Singapore relationship still lay ahead.<\/p>\n<\/div>\n\n
