{"id":390828,"date":"2026-07-20T11:30:49","date_gmt":"2026-07-20T06:00:49","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=390828"},"modified":"2026-07-20T11:15:01","modified_gmt":"2026-07-20T05:45:01","slug":"parliament-monsoon-session-2026-legislative-reforms","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2026\/07\/20\/parliament-monsoon-session-2026-legislative-reforms\/","title":{"rendered":"28 Bills Pending as Parliament&#8217;s Monsoon Session Begins on 20 July; Supreme Court Judges, Higher Education Reforms Among Key Measures"},"content":{"rendered":"<div style=\"text-align: justify; line-height: 150%;\">\n<p style=\"margin-bottom: 3%;\">The Monsoon Session of Parliament 2026 will be held from 20 July to 13 August 2026, during which several key Bills relating to taxation, MSMEs, higher education, foreign contributions and the Supreme Court are scheduled for consideration.<\/p>\n<p style=\"font-weight: bold;\">Key Highlights of Parliament Monsoon Session 2026:<\/p>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The Monsoon Session of Parliament is scheduled to be held from 20 July 2026 to 13 August 2026 and will comprise <span style=\"font-weight: bold;\">19 sittings<\/span>.<\/p>\n<\/li>\n<li>\n<p>Currently, <span style=\"font-weight: bold;\">28 Bills<\/span> are pending before Parliament.<\/p>\n<\/li>\n<li>\n<p>The following Bills have been listed for introduction, consideration and passing:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p><span style=\"font-weight: bold;\">Income-tax (Amendment) Bill, 2026<\/span>: Seeks to replace the Income-tax (Amendment) Ordinance, 2026 and exempt certain foreign institutional investors and the Bank for International Settlements from income tax on specified earnings from government securities.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026<\/span>: Seeks to improve the framework for addressing delayed payments, enforcing arbitral awards, and allowing States to determine the composition of Micro and Small Enterprises Facilitation Councils.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Registration of Births and Deaths (Amendment) Bill, 2026<\/span>: Proposes to make provisions relating to delayed registration of births and deaths more stringent.<\/p>\n<\/li>\n<li>\n<p>Supreme Court (Number of Judges) Amendment Bill, 2026: Seeks to increase the sanctioned strength of Supreme Court judges, excluding the Chief Justice of India, from 33 to 37.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Prevention of Insults to National Honour (Amendment) Bill, 2026<\/span>: Seeks to amend the <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002846729\" target=\"_blank\">Prevention of Insults to National Honour Act, 1971<\/a>.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>The following Bills have been listed for consideration and passing:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p><span style=\"font-weight: bold;\">Foreign Contribution (Regulation) Amendment Bill, 2026<\/span>: Seeks to establish a framework for supervising, managing and disposing of foreign contributions and assets of organisations whose FCRA registration has ceased, while reducing the maximum penalty for violations from five years&#8217; imprisonment to one year.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Viksit Bharat Shiksha Adhishthan Bill, 2025<\/span>: Seeks to replace the University Grants Commission (UGC), the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE) with a single regulator for higher education.
