Maharashtra Government notified the <span style=\"font-weight: bold;\">Maharashtra Right to Information Rules, 2026<\/span>, introducing a framework that prescribes the procedure for seeking information and secures the right of citizens to obtain information from public authorities across Maharashtra.<\/p>\n<p style=\"font-weight: bold;\">Key Highlights:<\/p>\n<ol style=\"list-style-type: decimal;\">\n<li>These Rules have been framed by the Maharashtra Government under the Section <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0001541424\" target=\"_blank\" rel=\"noopener\">18(3)<\/a>, <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0001541425\" target=\"_blank\" rel=\"noopener\">19(10)<\/a> and <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0001541434\" target=\"_blank\" rel=\"noopener\">27(2)<\/a> of the <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002760680\" target=\"_blank\" rel=\"noopener\">Right to Information Act, 2005<\/a><\/span> (RTI Act).<\/li>\n<li>Rule 3 prescribes the format and conditions for RTI applications, as under:\n<ul style=\"list-style-type: disc;\">\n<li>Applications must be submitted in the prescribed format (Annexure \u2018A\u2019)<\/li>\n<li>The format must include the applicant\u2019s details and the particulars of the information sought.<\/li>\n<li>A <span style=\"font-weight: bold;\">\u20b930 application<\/span> fee is required.<\/li>\n<\/ul>\n<\/li>\n<li>The original format contained a requirement to state the \u201cpurpose of information sought,\u201d which was later omitted through the <span style=\"font-weight: bold;\">Maharashtra Right to Information (Amendment) Rules, 2026<\/span>.<\/li>\n<li><span style=\"font-weight: bold;\">Rule 4<\/span> prescribes the following charges:\n<ul style=\"list-style-type: disc;\">\n<li><span style=\"font-weight: bold;\">\u20b95<\/span> per page for A4 or smaller size documents<\/li>\n<li><span style=\"font-weight: bold;\">\u20b95<\/span> per page for digital\/scanned copies<\/li>\n<li>Actual cost for larger documents or samples<\/li>\n<li>Inspection: first hour free, then <span style=\"font-weight: bold;\">\u20b950<\/span> per hour<\/li>\n<li>Postal charges: <span style=\"font-weight: bold;\">\u20b950<\/span> or actual cost where applicable<\/li>\n<\/ul>\n<\/li>\n<li>Fees are waived for persons below the poverty line, subject to proof; however, where the information is voluminous, the first 50 pages are provided free, and charges apply for the remaining pages.<\/li>\n<li>Fees may be paid through:\n<ul style=\"list-style-type: disc;\">\n<li>Cash<\/li>\n<li>Court fee stamp<\/li>\n<li>Demand draft \/ bankers\u2019 cheque \/ postal order<\/li>\n<li>Treasury deposit<\/li>\n<li>Electronic modes such as <span style=\"font-weight: bold;\">UPI and online payment systems<\/span><\/li>\n<\/ul>\n<\/li>\n<li>Every applicant is required to attach a self-attested photo identity proof along with the application, failing which the application may be returned.<\/li>\n<li>Under <span style=\"font-weight: bold;\">Rule 13<\/span>, <span style=\"font-weight: bold;\">personal information<\/span> is exempt from disclosure unless justified by overriding public interest, aligning with <span style=\"font-weight: bold;\">Section <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0001541444\" target=\"_blank\" rel=\"noopener\">8<\/a> of the <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002760680\" target=\"_blank\" rel=\"noopener\">RTI Act<\/a><\/span>.<\/li>\n<li>A person dissatisfied with the response can file a first appeal before the First Appellate Authority in Annexure \u2018B\u2019 with a <span style=\"font-weight: bold;\">\u20b950 fee<\/span> and basic supporting documents.<\/li>\n<li>If still dissatisfied, a second appeal can be filed before the State Information Commission in Annexure \u2018C\u2019 with a <span style=\"font-weight: bold;\">\u20b9100 fee<\/span> along with all relevant documents, submitted in three copies.<\/li>\n<li>Under Rule 22, in appeals or complaints, the burden of proof lies on the party making the claim, and the applicant must show denial, delay, or incorrect information.<\/li>\n<li>The Public Information Officer or authority must justify its action in accordance with the provisions of the RTI Act.<\/li>\n<li>Under <span style=\"font-weight: bold;\">Rule 23<\/span>, appeals may be withdrawn on request, but costs may be imposed if withdrawn after notice, and proceedings end if the appellant dies.<\/li>\n<li>The Commission issues written orders, and the same procedure applicable to appeals also applies to complaints.<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">The Commission also has the power to pass necessary procedural orders, correct errors, and allow authorised representatives to present cases.<\/p>\n<\/li>\n<\/ol>\n<p style=\"margin-bottom: 3%;\">Also Read: <a
