{"id":386424,"date":"2026-06-06T16:30:53","date_gmt":"2026-06-06T11:00:53","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=386424"},"modified":"2026-06-06T16:28:29","modified_gmt":"2026-06-06T10:58:29","slug":"mental-healthcare-amendment-rules-2026-permanent-registration-central-authority","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2026\/06\/06\/mental-healthcare-amendment-rules-2026-permanent-registration-central-authority\/","title":{"rendered":"Mental Healthcare Amendment Rules 2026: New Permanent Registration Process for Mental Health Establishments"},"content":{"rendered":"<div style=\"text-align: justify; line-height: 150%;\">\n<p style=\"margin-bottom: 3%;\">On 1 June 2026, the <span style=\"font-weight: bold;\">Ministry of Health and Family Welfare<\/span> notified the <span style=\"font-weight: bold;\">Mental Healthcare (Central Mental Health Authority and Mental Health Review Boards) Amendment Rules, 2026<\/span> to amend the <a href=\"http:\/\/www.scconline.com\/DocumentLink\/XCm8m1p2\" target=\"_blank\"><span class=\"Hyperlink\" style=\"font-weight: bold;\">Mental Healthcare (Central Mental Health Authority and Mental Health Review Boards) Rules, 2018<\/span><\/a>.<\/p>\n<p style=\"margin-bottom: 3%;\">The Rules came into force on 1 June 2026.<\/p>\n<h2>All you need to know about the amendment:<\/h2>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>Earlier, Chapter 3 covered Provisional Registration of Mental Health Establishments by Central Authority.<\/p>\n<p>Now, it does not cover Temporary Registration but covers Registration of Mental Health Establishments by Central Authority.<\/p>\n<\/li>\n<li>\n<p>A new provision,<span style=\"font-weight: bold;\"> Rule 12-A<\/span>, relating to <span style=\"font-weight: bold;\">&#8220;Procedure for Permanent Registration of mental health establishments by Central Authority&#8221;<\/span> has been introduced. It says:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>A mental health establishment will have to apply for permanent registration using Form-C, along with the required fee.<\/p>\n<\/li>\n<li>\n<p>If the Central Authority is satisfied that the establishment meets all the standards and requirements under the <a href=\"http:\/\/www.scconline.com\/DocumentLink\/cWPJ8j3d\" target=\"_blank\"><span class=\"Hyperlink\" style=\"font-weight: bold;\">Mental Healthcare Act, 2017<\/span><\/a>, it will issue a Permanent Registration Certificate under Form-CA.<\/p>\n<\/li>\n<li>\n<p>Any permanent registration certificate issued before 1 June 2026 will continue to be valid and will be treated as a valid permanent registration certificate under this rule.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\"><span style=\"font-weight: bold;\">Form- CA<\/span> has been introduced relating to<span
