3%;\">On 20 May 2026, the <span style=\"font-weight: bold;\">Ministry of Ports, Shipping and Waterways<\/span> notified the <span style=\"font-weight: bold;\">National Shipping Board Rules, 2026<\/span> to ensure an effective advisory body that guides the Government of India on shipping-related matters and promotes the development of the maritime sector.<\/p>\n<p style=\"margin-bottom: 3%;\">The provisions came into force on 20 May 2026.<\/p>\n<h2>All you need to know about the National Shipping Board Rules, 2026:<\/h2>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The National Shipping Board Rules, 2026, come under the ambit of the<span style=\"font-weight: bold;\"> <a href=\"http:\/\/www.scconline.com\/DocumentLink\/JzvMhaPg\" target=\"_blank\">Merchant Shipping Act, 2025<\/a>.<\/span><\/p>\n<\/li>\n<li>\n<p>These Rules have been notified in<span style=\"font-weight: bold;\"> supersession of the National Shipping Board Rules, 1960.<\/span><\/p>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Constitution of Board:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Central Government will set up the National Shipping Board by issuing a notification.<\/p>\n<\/li>\n<li>\n<p>The Board will be created for 2 years at first and then will be re-created every 2 years.<\/p>\n<\/li>\n<li>\n<p>If a new Board is not formed on time, the old Board will continue working, but only for a maximum of 6 months.<\/p>\n<\/li>\n<li>\n<p>When a new Board is formed, all decisions and actions taken by the old Board will remain valid.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Term of office:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Chairperson and other members, except Member of Parliament, serve for 2 years.<\/p>\n<\/li>\n<li>\n<p>If the Chairperson&#8217;s post becomes vacant, the Central Government will appoint a new Chairperson.<\/p>\n<\/li>\n<li>\n<p>If a Member of Parliament position becomes vacant, it will be filled by election.<\/p>\n<\/li>\n<li>\n<p>If any other member&#8217;s post becomes vacant, the Central Government will appoint a replacement.<\/p>\n<\/li>\n<li>\n<p>The new person, Chairperson or member, will serve only for the remaining period, not a full 2 years.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Resignation by Chairperson and member of Board:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p> The Chairperson can resign by writing to the Central Government, and a member can resign by writing to the Chairperson.<\/p>\n<p>However, they will continue working until the resignation becomes effective.<\/p>\n<\/li>\n<li>\n<p>The resignation becomes effective when it is accepted or after 30 days from the date of submission, whichever happens earlier.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Removal of Chairperson and members from office:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Central Government can remove the Chairperson or any member of the Board if:<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; They stay outside India for more than 6 months without permission;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; They miss 3 meetings in a row without permission;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; They are declared insolvent;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; They are convicted of a serious offence of moral wrongdoing;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; They no longer represent the group\/interest they were appointed for.<\/p>\n<\/li>\n<li>\n<p>The Government can also remove a member if it thinks the person should not continue, but it will have to record reasons in writing and give the person a chance to explain<span style=\"font-weight: bold; Times New Roman&quot;;\">.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Secretary Board:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Central Government appoints a Secretary to the Board, either a member or any other person.<\/p>\n<\/li>\n<li>\n<p>The Secretary works under the control of the Board and helps the Chairperson.<\/p>\n<\/li>\n<li>\n<p>Main duties of Secretary:<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; Arrange meetings of the Board as directed by the Chairperson;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; Maintain records (minutes) of meetings;<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; Perform any other tasks assigned by the Board.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Secretarial assistance to Board:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Board will get secretarial support from the Director-General.<\/p>\n<\/li>\n<li>\n<p>The Director-General will appoint staff needed for the Board&#8217;s work.<\/p>\n<\/li>\n<li>\n<p>These staff members will be part of the Director-General&#8217;s office.<\/p>\n<\/li>\n<li>\n<p>All expenses like salary and allowances of staff will be paid from the Director-General&#8217;s budget.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>The <span style=\"font-weight: bold;\">Headquarters of the National Shipping Board<\/span> will be in New Delhi.<\/p>\n<\/li>\n<li>\n<p>Members of the Board will be entitled to travel and daily allowances.<\/p>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Procedure for conduct of business:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Board will usually meet every 3 months.<\/p>\n<\/li>\n<li>\n<p>Meetings can be called by the Chairperson.<\/p>\n<\/li>\n<li>\n<p>The Chairperson decides the time and place of meetings.<\/p>\n<\/li>\n<li>\n<p>Members must be given at least 15 days&#8217; notice.<\/p>\n<\/li>\n<li>\n<p>If a member does not receive the notice, the meeting is still valid.<\/p>\n<\/li>\n<li>\n<p>In urgent cases, the Chairperson can call a meeting with shorter notice.<\/p>\n<\/li>\n<li>\n<p>Agenda to be discussed will be sent along with the notice, or soon after.<\/p>\n<\/li>\n<li>\n<p>If a member wants to discuss something:<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; They must give written notice 7 days in advance with details.<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#10003; The Chairperson may allow late items if needed.<\/p>\n<\/li>\n<li>\n<p>Only listed items are discussed, unless the Chairperson permits otherwise.<\/p>\n<\/li>\n<li>\n<p>The Chairperson presides over meetings.<\/p>\n<\/li>\n<li>\n<p>In case the Chairperson is absent, members can choose someone to
