Enterprises (CPSEs), and autonomous bodies are directed to ensure wages\/salaries are paid on time as per statutory timelines.<\/p>\n<\/li>\n<li>\n<p>Contractors are directed to pay wages within prescribed timelines:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Daily: End of shift<\/p>\n<\/li>\n<li>\n<p>Weekly: Before the weekly holiday<\/p>\n<\/li>\n<li>\n<p>Fortnightly: Within <span style=\"font-weight: bold;\">2 days<\/span> of the end of the fortnight<\/p>\n<\/li>\n<li>\n<p>Monthly: Within <span style=\"font-weight: bold;\">7 days<\/span> of the following month<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>Even where <span style=\"font-weight: bold;\">workers are hired via contractors<\/span>, the principal employer remains responsible for ensuring timely wage payments.<\/p>\n<\/li>\n<li>\n<p>All wage payments must be made through <span style=\"font-weight: bold;\">bank transfer or electronic modes<\/span> and reported to the principal employer.<\/p>\n<\/li>\n<li>\n<p>DDOs are required to verify wage disbursement every month and monitor compliance using systems such as GeM and PFMS.<\/p>\n<\/li>\n<li>\n<p>All manpower contracts must include <span style=\"font-weight: bold;\">penalty clauses for delay or non-payment of wages by contractors<\/span>.<\/p>\n<\/li>\n<li>\n<p>Departments must ensure adequate funds are maintained in advance for the entire contract period to avoid delays.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Contractors must pay workers<\/span> by the <span style=\"font-weight: bold;\">7th<\/span> of each month, submit bills by the <span style=\"font-weight: bold;\">10th<\/span>, and departments must clear payments by the <span style=\"font-weight: bold;\">15th<\/span>.<\/p>\n<\/li>\n<li>\n<p>If a contractor fails to pay, the <span style=\"font-weight: bold;\">principal employer must directly pay the workers<\/span> as per the contract terms.<\/p>\n<\/li>\n<li>\n<p>Contractors violating payment obligations may be blacklisted, including across all ministries for repeated non-compliance.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom:
