{"id":383744,"date":"2026-05-11T12:30:32","date_gmt":"2026-05-11T07:00:32","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=383744"},"modified":"2026-05-11T12:15:44","modified_gmt":"2026-05-11T06:45:44","slug":"haryana-labour-welfare-fund-contribution-revised-2026","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2026\/05\/11\/haryana-labour-welfare-fund-contribution-revised-2026\/","title":{"rendered":"Haryana Labour Welfare Fund: Monthly Contribution Cap Raised from January 2026"},"content":{"rendered":"<div style=\"text-align: justify; line-height: 150%;\">\n<p style=\"margin-bottom: 3%;\">On 8 May 2026, the Haryana Government issued a notification revising the monthly contribution limit by <span style=\"font-weight: bold;\">increasing the maximum employee contribution from &#8377;34 to &#8377;35<\/span>, as part of the existing CPI-linked indexation mechanism, aimed at strengthening the Labour Welfare Fund.<\/p>\n<p style=\"margin-bottom: 3%;\">The revised provisions will be effective from <span style=\"font-weight: bold;\">1 January 2026<\/span>.<\/p>\n<h2>Key highlights:<\/h2>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>As per the notification, employees working in establishments covered under the <a href=\"http:\/\/www.scconline.com\/DocumentLink\/4CbuX05x\" target=\"_blank\"><span style=\"font-weight: bold;\">Haryana Labour Welfare Fund Act, 1965<\/span><\/a> will continue to contribute <span style=\"font-weight: bold;\">0.2% of their monthly salary or wages<\/span> towards the Labour Welfare Fund. However, the <span style=\"font-weight: bold;\">maximum monthly contribution cap has been increased from &#8377;34 to &#8377;35<\/span>, effective 1 January 2026.<\/p>\n<\/li>\n<li>\n<p>Employers will continue to contribute <span style=\"font-weight: bold;\">twice the amount contributed by the employee<\/span> each month. This contribution structure remains unchanged, ensuring that employers bear a higher share of the funding responsibility.<\/p>\n<\/li>\n<li>\n<p>The notification reiterates that the contribution ceiling will be <span style=\"font-weight: bold;\">indexed annually to the Consumer Price Index (CPI)<\/span> from 1 January each year, allowing contributions to keep pace with inflation and rising living costs.<\/p>\n<\/li>\n<li>\n<p>The revised contribution norms apply to <span style=\"font-weight: bold;\">all industrial and commercial establishments<\/span> covered under the Act.<\/p>\n<\/li>\n<li>\n<p>Earlier, the Haryana Government set the maximum monthly contribution at &#8377;34 through a notification dated 22 February 2019, effective from 1 January 2025.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">Although the &#8377;1 increase may appear nominal, it is expected to <span style=\"font-weight: bold;\">meaningfully strengthen the Labour Welfare Fund at a statewide level<\/span>, thereby enhancing resources available for healthcare, education, social security, and other worker welfare initiatives.<\/p>\n<\/li>\n<\/ul>\n<p
