Vishwas (Amendment of Provisions) Act, 2026<\/span> to amend certain laws in its application to the National Capital Territory of Delhi, to decriminalize minor offences and rationalize punishments to promote trust-based governance for enhancing ease of living and doing business.<\/p>\n<p style=\"margin-bottom: 3%;\">The provisions came into force on 16-4-2026.<\/p>\n<h2>Key Features:<\/h2>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p><span style=\"font-weight: bold;\">The following statutes have been revised<\/span>:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p><a href=\"http:\/\/www.scconline.com\/DocumentLink\/06ZwMD90\" target=\"_blank\">Delhi Industrial Development, Operation and Maintenance Act, 2010<\/a>;<\/p>\n<\/li>\n<li>\n<p><a href=\"http:\/\/www.scconline.com\/DocumentLink\/826YwqPo\" target=\"_blank\">Delhi Shops and Establishments Act, 1954<\/a>;<\/p>\n<\/li>\n<li>\n<p><a href=\"http:\/\/www.scconline.com\/DocumentLink\/84G156sH\" target=\"_blank\">Delhi Electricity Reform Act, 2000<\/a>;<\/p>\n<\/li>\n<li>\n<p><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-9000544311\" target=\"_blank\">National Capital Territory (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007<\/a>;<\/p>\n<\/li>\n<li>\n<p><a href=\"http:\/\/www.scconline.com\/DocumentLink\/84G156sH\" target=\"_blank\">Delhi Agricultural Produce Marketing (Regulation) Act, 1998<\/a>;<\/p>\n<\/li>\n<li>\n<p><a href=\"http:\/\/www.scconline.com\/DocumentLink\/rU9w59LR\" target=\"_blank\">Delhi Water Board Act, 1998<\/a>;<\/p>\n<\/li>\n<li>\n<p><a href=\"http:\/\/www.scconline.com\/DocumentLink\/cRSd0fd7\" target=\"_blank\">Delhi Professional Colleges or Institutions (Prohibition of Capitation Fee, Regulation of Admission, Fixation of Non- exploitative Fee and Other Measures to ensure equity and excellence) Act, 2007<\/a>;<\/p>\n<\/li>\n<li>\n<p>Delhi Diploma Level Technical Education Institutions (Prohibition of Capitation Fee, Regulation of Admission, Fixation of Non- exploitative Fee and Other Measures to ensure equity and excellence) Act, 2007.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Revision in the fines and penalties<\/span> <span style=\"font-weight: bold;\">mentioned under the above statutes:<\/span><\/p>\n<p>The fines and penalties levied under the above-mentioned Acts have been increased by 10% of the minimum prescribed amount every 3 years.<\/p>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Savings Clause:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Repealing or amending a law under this Act will <span style=\"font-weight: bold;\">not affect other laws<\/span> that refer to\/ apply\/ incorporate that law.<\/p>\n<\/li>\n<li>\n<p>This Act will <span style=\"font-weight: bold;\">not affect past actions or events<\/span>, or any existing rights, obligations, liabilities, penalties, claims, remedies, proceedings, releases, indemnities, or proof of past acts.<\/p>\n<\/li>\n<li>\n<p>This Act will <span style=\"font-weight: bold;\">not affect existing legal principles, procedures, practices, customs, privileges, exemptions, offices, or appointments<\/span>, even if they are based on a law amended or repealed by this Act.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">Repealing or amending a law under this Act will <span style=\"font-weight: bold;\">not revive or restore anything<\/span>, such as rights, offices, jurisdictions, customs, or procedures, that is no longer in
