{"id":381469,"date":"2026-04-18T13:30:42","date_gmt":"2026-04-18T08:00:42","guid":{"rendered":"https:\/\/www.scconline.com\/blog\/?p=381469"},"modified":"2026-04-18T13:20:44","modified_gmt":"2026-04-18T07:50:44","slug":"uttar-pradesh-revises-minimum-wages-2026","status":"publish","type":"post","link":"https:\/\/www.scconline.com\/blog\/post\/2026\/04\/18\/uttar-pradesh-revises-minimum-wages-2026\/","title":{"rendered":"Uttar Pradesh Revises Minimum Wages Following Industrial Unrest in Noida: Effective April 2026"},"content":{"rendered":"<div style=\"text-align: justify; line-height: 150%;\">\n<p style=\"margin-bottom: 3%;\">On 17April 2026, the <span style=\"font-weight: bold;\">Government of Uttar Pradesh<\/span> notified the revised <span style=\"font-weight: bold;\">Minimum Wages<\/span> for workers employed in scheduled employments across the state.<\/p>\n<h2>Background:<\/h2>\n<p style=\"margin-bottom: 3%;\">In <span style=\"font-weight: bold;\">Noida and Greater Noida<\/span>, widespread labour unrest emerged due to demands for higher minimum wages amid rising living costs, resulting in protests, road blockades, and disruption of industrial supply chains.<\/p>\n<p style=\"margin-bottom: 3%;\">The agitation was driven by workers&#8217; demands for wage enhancement on the pattern of minimum wages prevailing in the State of Haryana.<\/p>\n<p style=\"margin-bottom: 3%;\">Discussions held during this period highlighted growing dissatisfaction among workers due to inflationary pressures, increased house rents, and the inability of existing wages to ensure a dignified livelihood, particularly in major industrial regions.<\/p>\n<p style=\"margin-bottom: 3%;\">In response, the UP Government intervened to revise minimum wages as an interim measure to restore industrial peace and address workers&#8217; livelihood concerns.<\/p>\n<h2>Key Highlights:<\/h2>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The decision to revise minimum wages was taken after the <span style=\"font-weight: bold;\">Additional Labour Commissioner, Noida<\/span>, reported the outcome of discussions between representatives of employers and workers.<\/p>\n<\/li>\n<li>\n<p>To address the situation and maintain industrial peace, the State Government constituted a <span style=\"font-weight: bold;\">High-Level Committee<\/span> under the chairmanship of the Infrastructure and Industrial Development Commissioner, Uttar Pradesh.<\/p>\n<\/li>\n<li>\n<p>The <span style=\"font-weight: bold;\">Committee visited Gautam Buddha Nagar district on 13 April 2026<\/span> and held consultations with workers, occupiers or representatives of industrial establishments, and contractors.<\/p>\n<\/li>\n<li>\n<p>During these discussions, workers emphasised that sharp increases in essential expenses, particularly housing costs, had made survival difficult under the existing wage structure. Employers, however, cited mounting financial pressures due to global tariff hikes, supply-chain disruptions, and adverse impacts of international geopolitical developments, especially in West Asia.<\/p>\n<\/li>\n<li>\n<p>A review conducted by the Department of Labour and Employment revealed that minimum wage revisions, legally due in <span style=\"font-weight: bold;\">2019<\/span> and <span style=\"font-weight: bold;\">2024<\/span> under the <a href=\"http:\/\/www.scconline.com\/DocumentLink\/CNW68K8p\" target=\"_blank\"><span class=\"Hyperlink\" style=\"font-weight: bold;\">Minimum Wages Act, 1948<\/span><\/a>, had not been implemented despite significant increases in the Consumer Price Index.
