On 13 April 2026, the Ministry of Road Transport and Highways (MoRTH<\/span>) notified the National Highways Fee (Determination of Rates and Collection) (Fourth Amendment) Rules, 2026<\/span>, revising the framework governing overloading fees on National Highways.<\/p>\n

These Rules came into effect on 15 April 2026<\/span>.<\/p>\n

Key Highlights of National Highways Fee Fourth Amendment Rules 2026:<\/h2>\n

  1. \n

    The amendment Rules modify Rule 10<\/span> of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.<\/span><\/p>\n<\/li>\n

  2. \n

    Rule 10 has been substituted<\/span>, introducing a revised mechanism for the levy and collection of fees on overloaded vehicles<\/span> using National Highways.<\/p>\n<\/li>\n

  3. \n

    The amendment introduces a graded fee system<\/span> based on the percentage of excess load over the maximum permissible GVW:<\/p>\n\n\n\n<\/colgroup>\n\n\n\n\n\n

  4. \n

    The base fee<\/span> refers to the toll fee applicable to that category of vehicle under Rule 4(2).<\/p>\n<\/li>\n

  5. \n

    Overloading is to be determined through notified weight measurement devices installed at fee plazas.<\/p>\n<\/li>\n

  6. \n

    In the absence of such devices, no overloading fee shall be levied.<\/p>\n<\/li>\n

  7. \n

    Details of overloaded vehicles, along with excess load particulars, will be uploaded to the National Vehicle Register<\/span> (VAHAN) to strengthen monitoring and enforcement.<\/p>\n<\/li>\n

  8. \n

    Overloading fees will be paid through electronic modes<\/span>, including FASTag, Unified Payment Interface (UPI)<\/span>, or other notified digital payment systems.<\/p>\n<\/li>\n

  9. \n

    Where a vehicle enters a National Highway without a FASTag or with an invalid or non-functional FASTag<\/span>, the calculation of fee rates will be done under the provisions of Rule 6 (3), in addition to the overloading fee mechanism.<\/p>\n<\/li>\n

  10. \n

    The amended provisions do not automatically apply to private investment<\/span> highway projects executed prior to commencement, unless the concessionaire voluntarily agrees without seeking compensation.<\/p>\n<\/li>\n<\/ol>\n
