On 30 March 2026, the Ministry of Labour & Employment issued a series of orders revising the Variable Dearness Allowance (VDA)<\/span> for multiple scheduled employments.<\/p>\n

The revised VDA rates came into force with effect from 1 April 2026<\/span>.<\/p>\n

      Applicable Sectors<\/h2>\n

      The revised VDA rates apply to seven broad categories of scheduled employments<\/span>, as summarised below:<\/p>\n

      ⮚ Agriculture Employment<\/span><\/p>\n

      VDA has been revised on an area-wise (A, B and C)<\/span> and skill-wise<\/span> basis, ranging from ₹178 to ₹256 per day<\/span>. Revised minimum daily wages (Basic + VDA) now range from approximately ₹478 for unskilled workers<\/span> to ₹694 for highly skilled workers in Area A<\/span>.<\/p>\n

      ⮚ Mining Sector (Other than Stone Mines)<\/p>\n

      Revised VDAs have been notified for a wide range of mining activities, with separate rates for above-ground and below-groundwork<\/span>. VDA now ranges from ₹206 to ₹354 per day (above ground)<\/span> and ₹256 to ₹395 per day (below ground)<\/span>. Minimum daily wages extend up to ₹1,078 for highly skilled underground workers<\/span>.<\/p>\n

      ⮚ Construction and Infrastructure Works<\/p>\n

      This covers road and railway construction, building operations, and underground utility and cabling works. Revised VDA rates range from ₹206 to ₹401 per day<\/span>, resulting in total daily wages between ₹556 (unskilled, Area C)<\/span> and ₹1,094 (highly skilled, Area A)<\/span>.<\/p>\n

      ⮚ Loading and Unloading Operations<\/p>\n

      Applicable to railway goods sheds, warehouses, docks, ports and airports. A uniform area-based VDA structure<\/span> applies:<\/p>\n

        Area A: ₹304<\/p>\n<\/li>\n

        Area B: ₹256<\/p>\n<\/li>\n

        Area C: ₹206<\/p>\n<\/li>\n<\/ul>\n

        Minimum daily wages now range from ₹556 to ₹827<\/span>, depending on location.<\/p>\n

        ⮚ Sweeping and Cleaning Employment<\/p>\n

        For sweeping and cleaning services (excluding prohibited manual scavenging activities), revised wages follow the same area-wise structure as loading and unloading operations<\/span>, with minimum daily wages of ₹827 (Area A)<\/span>, ₹693 (Area B)<\/span> and ₹556 (Area C)<\/span>.<\/p>\n

        ⮚ Watch and Ward Employment (With and Without Arms)<\/p>\n

        Separate VDA rates have been prescribed for watch and ward personnel with arms and without arms<\/span>. For armed personnel, VDA ranges from ₹339 to ₹401 per day<\/span>, with total daily wages reaching ₹1,094 in Area A<\/span>.<\/p>\n

        ⮚ Stone Mines (Time-Rate and Piece-Rate Work)<\/p>\n

        Stone mines continue to be treated as a distinct category<\/span>, with revised VDAs notified for excavation, stone breaking\/crushing and stacking activities. VDA amounts range from ₹167 to ₹1,243<\/span>, depending on the nature of work. Certain piece-rate categories now attract total wages exceeding ₹3,400 per day<\/span>.<\/p>\n<\/ul>\n
