3%;\">On 29-01-2026, Arjun Ram Meghwal, Minister of Law and Justice, in response to a question in Rajya Sabha, stated that the Government continues to strengthen legal aid delivery systems across the country.<\/p>\n<h2>The Law Minister informed the following key points:<\/h2>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The <span style=\"font-weight: bold;\">National Legal Services Authority<\/span> (&#8216;NALSA&#8217;), established under the <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002760681\" target=\"_blank\">Legal Services Authorities Act, 1987<\/a><\/span>, has undertaken several initiatives to enhance legal access for marginalised communities, particularly in tribal regions.<\/p>\n<\/li>\n<li>\n<p>NALSA aims to ensure that no citizen is denied access to justice due to financial hardship or social vulnerability.<\/p>\n<\/li>\n<li>\n<p>A wide network of legal services institutions, from Taluk-level centres to the Supreme Court, has been developed to extend legal aid even to remote and tribal areas, including those in Odisha.<\/p>\n<\/li>\n<li>\n<p>NALSA has notified the <span style=\"font-weight: bold;\">Legal Services Clinics Regulations, 2011<\/span>, which mandate the creation of district-level legal clinics in every village or group of villages based on population and geographical needs.<\/p>\n<\/li>\n<li>\n<p>These centres, known as <span style=\"font-weight: bold;\">Village Legal Care and Support Centres<\/span>, serve as first-level legal aid points for rural and tribal communities.<\/p>\n<\/li>\n<li>\n<p>In Odisha, <span style=\"font-weight: bold;\">132 such centres<\/span> have been set up by District Legal Services Authorities (&#8216;DLSAs&#8217;) and Taluk Legal Services Committees (&#8216;TLSCs&#8217;) to support disadvantaged communities, including Scheduled Tribes, by aiding in resolving legal issues and creating legal awareness.<\/p>\n<\/li>\n<li>\n<p>The PIB press release dated 29-01-2026 also highlighted the two-year data, noting the following:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>The Village Legal Care and Support Centres in Odisha received <span style=\"font-weight: bold;\">8,029 visitors<\/span> in 2024.<\/p>\n<\/li>\n<li>\n<p>Out of these, <span style=\"font-weight: bold;\">4,593 individuals<\/span> were provided legal assistance.<\/p>\n<\/li>\n<li>\n<p>In 2025, the centres recorded <span style=\"font-weight: bold;\">7,638 visitors<\/span>.<\/p>\n<\/li>\n<li>\n<p>Among them, <span style=\"font-weight: bold;\">5,644 individuals<\/span> received legal help.<\/p>\n<\/li>\n<li>\n<p>This reflects a rise in the number of people assisted even though overall footfall decreased slightly from 2024 to 2025.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>To strengthen Alternate Dispute Resolution (&#8216;ADR&#8217;) mechanisms in 2025, the following steps were undertaken:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p><span style=\"font-weight: bold;\">4 National Lok Adalats<\/span> (&#8216;NLAs&#8217;) were held across Odisha, covering Taluk courts up to the High Court.<\/p>\n<\/li>\n<li>\n<p>A District Level Lok Adalat was held on 27-7-2025 focusing on Section <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0001544366\" target=\"_blank\">138<\/a> of the <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002726957\" target=\"_blank\">Negotiable Instruments Act<\/a>.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\"><span style=\"font-weight: bold;\">22 Permanent Lok Adalats<\/span> continue to function for disputes related to Public Utility Services.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p style=\"margin-bottom: 3%;\">These indicate the ongoing effort to aid various people especially those from Scheduled Castes and Scheduled Tribes and provide
