The Bill aims of modernizing labour practices and strengthening workplace protections, particularly for women employees.<\/p>\n<h3>Key Points:<\/h3>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>The Bill seeks to revise the provisions of <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002877397\" target=\"_blank\">Delhi Shops and Establishments Act, 1954<\/a><\/span>, aligning it with contemporary labour practices and emphasizing <span style=\"font-weight: bold;\">women&#8217;s safety and workplace equality<\/span>.<\/p>\n<\/li>\n<li>\n<p>The Bill expands Section 1 to cover shops and establishments with twenty or more employees, narrowing the scope to larger workplaces and easing compliance for smaller ones.<\/p>\n<\/li>\n<li>\n<p>Definition of young persons is modified and minimum age for employment will be revised from <span style=\"font-weight: bold;\">12 years to 14 years<\/span>, aligning with child labour protection norms.<\/p>\n<\/li>\n<li>\n<p>Proposed provisions under <span style=\"font-weight: bold;\">Section 8<\/span> aim to revise the following:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p><span style=\"font-weight: bold;\">Daily limit:<\/span> Increased from <span style=\"font-weight: bold;\">9 hours to 10 hours<\/span> (including rest and lunch).<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Weekly limit:<\/span> Increased from <span style=\"font-weight: bold;\">54 hours to 60 hours<\/span>.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Aggregate limit:<\/span> Changed from <span style=\"font-weight: bold;\">150 hours per year to 144 hours per quarter<\/span>.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Section 10<\/span> will be modified to extend the minimum rest interval between work periods from <span style=\"font-weight: bold;\">5 hours to 6 hours<\/span>.<\/p>\n<\/li>\n<li>\n<p>The amendment to <span style=\"font-weight: bold;\">Section 11<\/span> standardizes the maximum spread of working hours across establishments. Earlier, the law differentiated between <span style=\"font-weight: bold;\">commercial establishments<\/span> (ten and a half hours) and <span style=\"font-weight: bold;\">shops<\/span> (twelve hours). The new provision sets a uniform limit of <span style=\"font-weight: bold;\">twelve hours<\/span> for all establishments.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Section 14<\/span> will be revised to strengthen protections for young persons and women in the workplace, as under:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Young persons are prohibited from working at night, safeguarding their health and well-being.<\/p>\n<\/li>\n<li>\n<p>Women employees will now be entitled to work in all establishments, including during night shifts, provided they give written consent.<\/p>\n<\/li>\n<li>\n<p>Night shift timings are defined as <span style=\"font-weight: bold;\">9:00 PM to 7:00 AM<\/span> in summer and <span style=\"font-weight: bold;\">8:00 PM to 8:00 AM<\/span> in winter.<\/p>\n<\/li>\n<li>\n<p>Employers will ensure CCTV surveillance, security arrangements, and safe transport facilities, including for contract workers.<\/p>\n<\/li>\n<li>\n<p>Women cannot be employed within <span style=\"font-weight: bold;\">6 weeks<\/span> of childbirth or miscarriage, protecting maternal health.<\/p>\n<\/li>\n<li>\n<p>At least <span style=\"font-weight: bold;\">2 women employees<\/span> are required to be present during night shifts to avoid isolation.<\/p>\n<\/li>\n<li>\n<p>Employers are required to comply with the <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002829234\" target=\"_blank\">Prevention of Sexual Harassment of Women at Workplace Act, 2013<\/a><\/span> (POSH Act), reinforcing workplace dignity.<\/p>\n<\/li>\n<li>\n<p>The Delhi Government will retain the authority to communicate any additional conditions as
