23-12-2025, the Ministry of Coal notified the <span style=\"font-weight: bold;\">Colliery Control (Amendment) Rules, 2025<\/span>, aiming to eliminate procedural redundancies, accelerate coal production, and ensure faster operationalisation of mines while maintaining regulatory oversight.<\/p>\n<p style=\"margin-bottom: 3%;\">The Amendment Rules came into force on 24-12-2025.<\/p>\n<h3>Key Points:<\/h3>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p>These Amendment Rules modify <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002845305\" target=\"_blank\">Colliery Control Rules, 2004<\/a><\/span> under powers conferred by Section <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0001572412\" target=\"_blank\">18(1) and (2)<\/a> of the <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002845655\" target=\"_blank\">Mines and Minerals (Development and Regulation) Act, 1957<\/a><\/span>.<\/p>\n<\/li>\n<li>\n<p>Earlier, under Rule 9, mine owners were required to obtain prior permission from the <span style=\"font-weight: bold;\">Coal Controller&#8217;s Organisation<\/span> (&#8216;CCO&#8217;) for:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Opening a coal or lignite mine.<\/p>\n<\/li>\n<li>\n<p>Opening individual seams or sections of a seam.<\/p>\n<\/li>\n<li>\n<p>Restarting operations after 180 days of discontinuance.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>Now, these Amendment Rules revise Rule 9 with new provisions:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p><span style=\"font-weight: bold;\">Approval Authority:<\/span> Prior approval for opening a coal mine, seam, or section of a seam is now vested in the <span style=\"font-weight: bold;\">Board of the company<\/span>, instead of the CCO.<\/p>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Conditions:<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#11162; Board will be required to ensure all requisite permissions and compliances from Central\/State Governments and statutory bodies.<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#11162; Intimation to CCO within 15 days of opening.<\/p>\n<p style=\"margin-left: 36pt; text-indent: -18pt;\">&#11162; CCO can prescribe a form for this purpose.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>For owners <span style=\"font-weight: bold;\">not registered under<\/span> <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002766251\" target=\"_blank\">Companies Act, 2013<\/a><\/span>, approval will continue through CCO.<\/p>\n<\/li>\n<li>\n<p>These provisions also apply when mining operations resume after being discontinued for <span style=\"font-weight: bold;\">180 days or more.<\/span><\/p>\n<\/li>\n<li>\n<p>The CCO will maintain an indicative list of permissions required from Central\/State Governments and statutory bodies.<\/p>\n<\/li>\n<li>\n<p>The amendment removes procedural redundancies and enables faster operationalisation of mines, while ensuring continued regulatory oversight.<\/p>\n<\/li>\n<li>\n<p>The reform is expected to cut mine opening timelines by up to <span style=\"font-weight: bold;\">2 months<\/span>, streamline approvals by empowering company Boards, and retain regulatory oversight through mandatory clearances and intimation to the
