On 27-10-2025, the Ministry of Road Transport and Highways<\/span> notified the National Road Safety Board Rules, 2025<\/span> to reduce road accident fatalities and injuries, promote awareness and education, develop a road safety information system, ensure safer road infrastructure and coordinate between Central and State Government. The provisions came into force on 28-10-2025.<\/p>\n

Key Points:<\/h3>\n
    \n
  1. \n

    These Rules come under the ambit of the Motor Vehicles Act, 1988<\/a><\/span> and are governed by the National Road Safety Board.<\/span><\/p>\n<\/li>\n

  2. \n

    The National Road Safety Board will be constituted<\/span> by the Central Government and will consist of the following member:<\/span><\/p>\n

      \n
    • \n

      Chairman;<\/p>\n<\/li>\n

    • \n

      6 members being officers of State Governments or Union territory Administrations;<\/p>\n<\/li>\n

    • \n

      2 members officers not below the rank of Additional Director General, representing the Ministry of Road Transport and Highways;<\/p>\n<\/li>\n

    • \n

      2 members representing National Highways Authority of India, not below the rank of Member in the National Highways Authority of India;<\/p>\n<\/li>\n

    • \n

      A member representing the National Highways and Infrastructure Development Corporation Limited, not below the rank of Director in National Highways and Infrastructure Development Corporation Limited;<\/p>\n<\/li>\n

    • \n

      Not less than five but not exceeding seven members, being persons of ability, integrity and standing, having special knowledge of, or experience in, road safety, law, civil society engagement, traffic management and regulation, automobile engineering or public administration;<\/p>\n<\/li>\n

    • \n

      An officer of the Ministry of Road Transport and Highways not below the rank or equivalent to Joint Secretary in the Central Government, who shall be the Member Secretary of the National Road Safety Board.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

    • \n

      Qualifications for the post of Chairman:<\/p>\n

        \n
      • \n

        He should be a person of ability, integrity and standing;<\/p>\n<\/li>\n

      • \n

        He should have special knowledge of or experience in highway engineering, road safety, law, traffic management and regulation, automobile engineering or public administration.<\/p>\n<\/li>\n

      • \n

        Minimum age required- 45 years;<\/p>\n<\/li>\n

      • \n

        Minimum experience- 15 years in any of the above mentioned fields.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

      • \n

        Chairman will serve<\/span> a first term of up to 3 years and can be reappointed for 1 more term of up to 2 years. However, no Chairman can continue after turning 65 years of age.<\/p>\n<\/li>\n

      • \n

        The Chairman and members of the National Road Safety Board will not be paid any salary<\/span> but receive allowances for attending the meetings and for travel and stay.<\/p>\n<\/li>\n

      • \n

        Secretariat of National Road Safety Board<\/span> will be established by the Central Government to perform the following duties:<\/p>\n

          \n
        • \n

          organize the meetings;<\/p>\n<\/li>\n

        • \n

          maintain records of the proceedings;<\/p>\n<\/li>\n

        • \n

          co-ordinate with stakeholders including Governments and other agencies on behalf of the National Road Safety Board.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

        • \n

          Meetings of National Road Safety Board:<\/p>\n

            \n
          • \n

            It will be held at least once in 3 months.<\/p>\n<\/li>\n

          • \n

            Member Secretary will issue a notice of the meeting to the members specifying the date, time, venue, and agenda of the meeting.<\/p>\n<\/li>\n

          • \n

            Quorum- 50% of total members in position.<\/p>\n<\/li>\n

          • \n

            All orders and decisions will be authenticated by the Member Secretary.<\/p>\n<\/li>\n

          • \n

            No act\/ proceedings of the National Road Safety Board<\/span> will be questioned\/ invalidated merely on the ground of existence of any vacancy or defect in the constitution of the National Road Safety Board.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

          • \n

            Working Groups<\/span> will be constituted by the National Road Safety Board<\/span>, which will consist of independent technical and professional experts.<\/p>\n<\/li>\n<\/ol>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
