On 23-10-2025, the Ministry of Consumer Affairs, Food and Public Distribution<\/span> notified the Legal Metrology (Government Approved Test Centre) Amendment Rules, 2025<\/span> to amend the Legal Metrology (Government Approved Test Centre) Rules, 2013<\/a><\/span><\/a>. The provisions came into force on 24-10-2025.<\/p>\n

Key Amendments:<\/h3>\n
    \n
  1. \n

    The verification of the weights and measures specified in the First Schedule can now be verified by a Government Approved Test Centre<\/span> or by the legal metrology officers<\/span>.<\/p>\n<\/li>\n

  2. \n

    The provisions relating to Recognition of Government Approved Test Centre<\/span> has been revised:<\/p>\n

      \n
    • \n

      Earlier, the application had to be submitted to the Director, Legal Metrology, in the form specified in the Second Schedule.
      Now, the application needs to be submitted to the Joint Secretary, Department of Consumer Affairs in the form specified in the Second Schedule.<\/p>\n<\/li>\n

    • \n

      A new provision has been introduced whereby the legal metrology officers of the State Government concerned will have to inspect the premises of the test centre prior to making a recommendation for its approval to the Director or officers authorized.<\/p>\n<\/li>\n

    • \n

      All the Regional Reference Standard Laboratories functioning under the administrative control of the Department of Consumer Affairs will be deemed to be Government Approved Test Centres and the provisions of these rules shall apply to such laboratories, as if they were Government Approved Test Centre.<\/p>\n<\/li>\n

    • \n

      Another new provision has been introduced whereby Laboratories of National Test House functioning under the administrative control of the Department of Consumer Affairs will be deemed to be Government Approved Test Centres.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

    • \n

      The Fifth Schedule<\/span> will now contain the fee payable to the test centre for verification or re-verification of weights or measures.
      Exception: for the items not specified in the Fifth Schedule, the Legal Metrology (Enforcement) Rules of a State will apply where Government Approved Test Centre is verifying the instrument.<\/p>\n<\/li>\n

    • \n

      The provision regarding Mark of verification<\/span> has been revised whereby the test centre will issue a separate certificate of verification for each weight or measure, such that the certificate conforms to individual instruments.<\/p>\n<\/li>\n

    • \n

      The provision relating to Place of verification<\/span> has been revised which says that the test centre will undertake verification of weight or measure either in its authorised premises or within the territorial limits of the district, and can extend such verification to any part of the State in which the Government Approved Test Centre operates.<\/p>\n<\/li>\n

    • \n

      Fees for application to Government Approved Test Centre:<\/p>\n

        \n
      • \n

        Rs. 2 lakh per weight or measure will be deposited by the applicant seeking approval for the Government Approved Test Centre.<\/p>\n<\/li>\n

      • \n

        Fee will be deposited by demand draft or online payment.<\/p>\n<\/li>\n

      • \n

        The same amount will be payable at the time of renewal of recognition for a period of 1 year in respect of each piece of equipment.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

      • \n

        Fifth Schedule<\/span> has been introduced stating the Fee payable to the Test Centre for verification or re- verification.<\/span><\/p>\n<\/li>\n<\/ol>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
