On 3-10-2025, the Ministry of Road Transport and Highways notified the National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2025<\/span>, introducing transformative changes to India’s toll collection system, reinforcing digital payments and enhancing commuter convenience. These Rules will be effective from 15-11-2025.<\/p>\n

Key Points:<\/h3>\n
    \n
  1. \n

    The Amendment Rules mandates that toll fees are required to be paid through FASTag<\/span> or any other device notified by the Central Government. This move aims to eliminate cash transactions and streamline toll operations nationwide.<\/p>\n<\/li>\n

  2. \n

    The vehicles entering toll plazas without a FASTag or with a non-functional FASTag will face tiered penalties:<\/p>\n

      \n
    • \n

      Cash payment<\/span>: Charged 2× the standard toll fee<\/span><\/p>\n<\/li>\n

    • \n

      UPI payment<\/span>: Charged 1.25× the standard toll fee<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n

    • \n

      In cases where a vehicle has a valid FASTag with sufficient balance, but the toll infrastructure fails to process the transaction:<\/p>\n

        \n
      • \n

        The vehicle is allowed to pass without paying<\/span><\/p>\n<\/li>\n

      • \n

        A zero-transaction receipt<\/span> will be issued<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

      • \n

        To enhances transparency and provides a clear audit trail for both users and authorities, every toll transaction<\/span> will be accompanied by a receipt detailing:<\/p>\n

        • \n

          Date and time of payment<\/p>\n<\/li>\n

        • \n

          Amount paid<\/p>\n<\/li>\n

        • \n

          Vehicle class<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

        • \n

          This Amendment aims to:<\/p>\n

            Encourage adoption of FASTag or UPI<\/span> to avoid penalties and ensure smoother travel.<\/p>\n<\/li>\n
