Sivagnanam, who was appointed as Chief Justice of Calcutta High Court in May 2023, bids adieu to the hallowed hall of the historic High Court after a tenure of over 2 years. Beginning his professional legal journey in 1986, Justice T.S. Sivagnanam traversed this path with dedication and integrity. As a Judge, Justice Sivagnanam&#8217;s decisions focussed on providing balanced justice to the parties involved and his advocacy for a better digitised State Judiciary. Therefore, it would be only appropriate to take a step back and observe his career trajectory and soak in the wisdom through his many decisions. <\/p>\n<p style=\"text-align: center; font-weight: bold; font-size: 14.0pt; color: #c00000;\">Early Life and Career as an Advocate<a id=\"fnref2\" href=\"#fn2\" title=\"2. Madras High Court | Profile of Judges (tn.nic.in)\"><sup>2<\/sup><\/a><\/p>\n<p style=\"margin-bottom: 3%;\">Justice T. S. Sivagnanam was born on 16-09-1963 to Dr. T.S. Subbiah and Nalini Subbiah. he completed his B.Sc. Degree at Loyola College, Chennai and obtained his Degree in Law from Madras Law College.<\/p>\n<p style=\"margin-bottom: 3%;\">Justice Sivagnanam enrolled in the Bar Council of Tamil Nadu on 10-09-1986, and joined the chamber of R. Gandhi, a noted lawyer and well- known leader of the Bar.<\/p>\n<p style=\"font-weight: bold;\">Major Appointments as Special Counsel\/Empanelment<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Justice Sivagnanam was appointed as Additional Central Government Standing Counsel in 2000.<\/p>\n<\/li>\n<li>\n<p>He was also empanelled as Counsel for Southern Railway in 2003.<\/p>\n<\/li>\n<li>\n<p>Further, Justice Sivagnanam was appointed as Senior Panel Counsel for Central Government in 2004.<\/p>\n<\/li>\n<li>\n<p>He was appointed as Panel Counsel for All India Council for Technical Education for appearance in High Court of Judicature at Madras and High Court of Andhra Pradesh in 2005.<\/p>\n<\/li>\n<li>\n<p>He was appointed as Senior Panel Counsel for Customs &amp; Central Excise Department during 2008.<\/p>\n<\/li>\n<li>\n<p>Justice Sivagnanam was appointed as Special Counsel to appear for the Department of the Revenue before the CEGAT\/CESTAT Chennai.<\/p>\n<\/li>\n<li>\n<p>Justice Sivagnanam was also appointed as Special Counsel to appear for the Department of the Revenue before the Settlement Commission for Customs Cases, Chennai<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">In 2007, Justice Sivagnanam was nominated by the Chief Justice of Madras High Court as Panel Lawyer for appearing on behalf of the Registrar General\/Officers\/Judicial Officers<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: center; font-weight: bold; font-size: 14.0pt; color: #c00000;\">Career as a Judge<\/p>\n<p style=\"margin-bottom: 3%;\">Justice Sivagnanam was later appointed as Additional Judge at the High Court of Madras on 31-03-2009 and as Permanent Judge on 29-03-2011<a id=\"fnref3\" href=\"#fn3\" title=\"3. Regarding the inauguration of the <span style=\"font-weight: bold;\">Public Information System<\/span>, Justice Sivagnanam remarked that this was a citizen-centric effort to address the on-ground difficulties faced by litigants.<\/p>\n<p style=\"margin-bottom: 3%;\">Highlighting the increasing volume of legal precedents and statutory developments, he stressed the need for advanced digital platforms to support efficient research, and Judicial Officers should be equipped with efficient research tools for delivering well-reasoned and timely decisions. In the instant matter, the respondent, State Co-ordination Committee of the West Bengal Government Employees&#8217; Organizations and Unions, filed a writ petition seeking a mandamus to conduct a rally from Howrah Launch Ghat to Nabanna Bus Stand on 14-03-2024, at 1:00 p.m. after the Assistant Commissioner of Police declined permission for the rally on the proposed route and suggested an alternative route. A single-judge bench, vide order dated 13-03-2024 allowed the rally on the proposed route with conditions, including maintaining single-file formation without obstructing traffic and limiting the number of participants. Aggrieved by the impugned order, the State of West Bengal and its officers appealed against the same.<\/p>\n<p style=\"font-weight: bold; color: #171617;\">Calcutta High Court affirms constitutional validity of Section 16(4) of W.B.
