The directive was in response to professional concerns raised by multiple medical bodies and is currently <span style=\"font-weight: bold;\">under further examination<\/span> following its withdrawal.<\/p>\n<h3>Background:<\/h3>\n<p style=\"margin-bottom: 3%;\">The <span style=\"font-weight: bold;\">National Commission for Allied and Healthcare Professions (NCAHP)<\/span>, a statutory body under the Ministry of Health &amp; Family Welfare, released the &#8220;<span style=\"font-weight: bold;\">Competency Based Curriculum for Physiotherapy &#8212; Approved Syllabus 2025<\/span>,&#8221; recommending the use of <span style=\"font-weight: bold;\">&#8220;Dr.&#8221;<\/span> and <span style=\"font-weight: bold;\">&#8220;PT&#8221;<\/span> for physiotherapists.<\/p>\n<p style=\"margin-bottom: 3%;\">This proposal drew criticism from several medical organizations, who deemed it misleading and legally problematic.<\/p>\n<h3>Objections:<\/h3>\n<p>DGHS outlined several reasons why physiotherapists should not use the prefix &#8220;Dr.&#8221;:<\/p>\n<ol style=\"list-style-type: decimal;\">\n<li>\n<p><span style=\"font-weight: bold;\">Misrepresentation of Qualifications<\/span>:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Physiotherapists are <span style=\"font-weight: bold;\">not trained as medical doctors<\/span>.<\/p>\n<\/li>\n<li>\n<p>Using &#8220;Dr.&#8221; may <span style=\"font-weight: bold;\">mislead patients<\/span> and the public, potentially leading to <span style=\"font-weight: bold;\">quackery<\/span>.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Scope of Practice<\/span>:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Physiotherapists should <span style=\"font-weight: bold;\">not engage in primary care<\/span> or diagnose medical conditions.<\/p>\n<\/li>\n<li>\n<p>They should treat <span style=\"font-weight: bold;\">referred patients only<\/span>, as inappropriate physiotherapy could worsen certain conditions.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"font-weight: bold;\">Based on Rulings:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p><span style=\"font-weight: bold;\">Patna High Court (2003):<\/span> Ruled that physiotherapists cannot use &#8220;Dr.&#8221; unless registered in the <span style=\"font-weight: bold;\">State Medical Register<\/span>.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Tamil Nadu Medical Council Advisory (2016):<\/span> Warned physiotherapists against using &#8220;Dr.&#8221;, classifying them as paramedical professionals.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Bengaluru Court (2020):<\/span> Prohibited physiotherapists and occupational therapists from using &#8220;Dr.&#8221; and emphasized they <span style=\"font-weight: bold;\">must work under physician supervision<\/span>.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Madras High Court (2022)<\/span>: Reiterated that physiotherapists are not recognized as &#8220;doctors&#8221; under the Indian Medical Council Act, and upheld Government orders preventing them from using &#8220;Dr.&#8221;<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Ethics Committee Ruling:<\/span> Only practitioners of Modern Medicine, Ayurveda, Homoeopathy, and Unani may use the title &#8220;Dr.&#8221;.<\/p>\n<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\"><span style=\"font-weight: bold;\">Violation of Law:<\/span> Use of &#8220;Dr.&#8221; by physiotherapists without recognized medical qualifications violates the <span style=\"font-weight: bold;\"><a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002928097\" target=\"_blank\">Indian Medical Degrees Act, 1916<\/a><\/span>, and is punishable under Section 7, for contravention of <span style=\"font-weight: bold;\">Sections 6 and 6A<\/span>.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h3>Directive and Withdrawal:<\/h3>\n<p style=\"margin-bottom: 3%;\">In response to these concerns, the DGHS directed that the use of &#8220;Dr.&#8221; in the <span style=\"font-weight: bold;\">2025 Physiotherapy Curriculum<\/span> be <span style=\"font-weight: bold;\">removed immediately<\/span> and suggested that a &#8220;<span style=\"font-weight: bold;\">more appropriate and respectful title&#8221;<\/span> be considered for physiotherapy graduates and postgraduates.<\/p>\n<p style=\"margin-bottom: 3%;\">However, on 10-9-2025, DGHS issued a <span style=\"font-weight: bold;\">withdrawal notice<\/span>, stating that <span style=\"font-weight: bold;\">further representations<\/span> had been received and that the matter required <span style=\"font-weight: bold;\">additional examination and deliberation<\/span>. The original directive is therefore <span style=\"font-weight: bold;\">no longer in effect<\/span>, pending further review.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p
