On 27-8-2025, the Department of Animal Husbandry and Dairying<\/span> released the Guidelines for the Welfare and Management of Working Equines during Religious Pilgrimages in India<\/span> to ensure safety of pilgrims, well-being of working equines, and support local administrative and veterinary authorities with actionable protocols.<\/p>\n

Need:<\/h3>\n
    \n
  1. \n

    A significant number of equines horses, donkeys, and mules are employed during religious journeys in high- altitude\/ mountainous regions, such as Amarnath Yatra, Char Dham Yatra, Vaishnodevi Yatra, Manimahesh Yatra.<\/p>\n<\/li>\n

  2. \n

    The working equines provide essential transport services to pilgrims and carry supplies under challenging environmental and physical conditions.<\/p>\n<\/li>\n<\/ol>\n

    Hence, in compliance with Prevention of Cruelty to Animals Act, 1960<\/a><\/span> and to uphold the principles of humane treatment<\/span> it is important to implement uniform, enforceable standards for the registration, health management, acclimatization, and working conditions of these equines.<\/p>\n

    All you need to know about the Guidelines:<\/h3>\n
      \n
    1. \n

      Enforcement of Animal Welfare Norms:<\/p>\n

        \n
      • \n

        Maximum Walking Distance per day-20 km;<\/p>\n<\/li>\n

      • \n

        Load limit- 80-90kg (horse\/ mules); 50kg (ponies); 25kg (donkeys);<\/p>\n<\/li>\n

      • \n

        No overnight movement;<\/p>\n<\/li>\n

      • \n

        Injured\/ pregnant\/ sick equines not to be used;<\/p>\n<\/li>\n

      • \n

        Necessary to remove harness and take adequate halts;<\/p>\n<\/li>\n

      • \n

        No spiked\/ harsh equipment\/ heavy ornaments to be used.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

      • \n

        State Animal Welfare Boards<\/span> will have to ensure that the registration, health screening under Society for Prevention of Cruelty to Animals<\/span> has been done and publish the weekly reports on its official website. It also has to assist in building and managing infirmary and shelter planning.<\/p>\n<\/li>\n

      • \n

        The following Rules have to be strictly followed:<\/p>\n

          \n
        • \n

          Prevention and Control of Infectious and Contagious Diseases in Animal Act, 2009;<\/p>\n<\/li>\n

        • \n

          Prevention of Cruelty to Animals (Licensing of Farriers) Rules, 1965;<\/p>\n<\/li>\n

        • \n

          Prevention of Cruelty to Animals (Draught and Pack Animals) Rules, 1965.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

        • \n

          Registration and Health Certification:<\/p>\n

            \n
          • \n

            Mandatory registration with State Animal Department;<\/p>\n<\/li>\n

          • \n

            Necessary tagging and microchipping of all equines;<\/p>\n<\/li>\n

          • \n

            Examinations to be done- health examination, testing for Glanders and Equine Influenza, endurance and altitude fitness test.<\/p>\n<\/li>\n

          • \n

            Mandatory to have a valid certificate from State Animal Husbandry and Dairying.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

          • \n

            Acclimatization Requirements:<\/span> minimum of 1 week period prior to deployment.<\/p>\n<\/li>\n

          • \n

            Track Capacity and Safety:<\/span> equine deployment not to exceed 30-40 animals per kilometer.<\/p>\n<\/li>\n

          • \n

            Infrastructure for Equine Welfare:<\/p>\n

              \n
            • \n

              Infirmaries to established with bio secure waste disposal mechanism;<\/p>\n<\/li>\n

            • \n

              Sheds to be constructed with weather protection, water, fodder, lighting, and segregation.<\/p>\n<\/li>\n

            • \n

              Necessary to provide warm water every 5kms on the tracks along with jaggery and minimal feed and salt licks.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

            • \n

              Veterinary Check-posts and Monitoring:<\/p>\n

                \n
              • \n

                Posts will be made at every 5kms;<\/p>\n<\/li>\n

              • \n

                It will be staffed with veterinarian and paraprofessional personnel and medicines including IV fluids and designated place for treatment with provision of trevis and rest shed wherever possible;<\/p>\n<\/li>\n

              • \n

                Mandatory unsaddling and inspection;<\/p>\n<\/li>\n

              • \n

                Provision of life-saving medicine and basic care equipment.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

              • \n

                Insurance and Regulation:<\/p>\n

                  \n
                • \n

                  Insurance of all working equines;<\/p>\n<\/li>\n

                • \n

                  Society for the Prevention of Cruelty to Animals to prevent overuse and abuse; no equine should operate without insurance.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

                • \n

                  Movement Protocols and Convoy System:<\/p>\n

                    \n
                  • \n

                    Convoys will be of maximum 5 to 20 equines which can be deployed of at least 10 minutes gap;<\/p>\n<\/li>\n

                  • \n

                    Movement is speed is restricted to 3 to 4 km per hour.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

                  • \n

                    Disease Management and Control:<\/p>\n

                      \n
                    • \n

                      Mandatory Testing of Glanders and Equine Influenza;<\/p>\n<\/li>\n

                    • \n

                      Surveillance and quarantine for notifiable diseases;<\/p>\n<\/li>\n

                    • \n

                      Mandatory to follow national treatment guidelines during outbreaks;<\/p>\n<\/li>\n

                    • \n

                      Enforce movement restrictions and implement strategic vaccination;<\/p>\n<\/li>\n

                    • \n

                      Strengthen coordination between veterinary, law enforcement, and health authorities.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

                    • \n

                      Vaccination Schedule:<\/p>\n

                        \n
                      • \n

                        A pre- season vaccination calendar has to be prepared by the State;<\/p>\n<\/li>\n

                      • \n

                        Vaccination for tetanus, rabies and equine influenza to be provided;<\/p>\n<\/li>\n

                      • \n

                        Vaccinations must be completed at least 21 days prior to deployment;<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

                      • \n

                        Establishment of Diagnostic Laboratory:<\/span> Each State Animal Husbandry Department must identify a logistically feasible location to establish\/ designate a dedicated diagnostic laboratory for equine diseases.<\/p>\n<\/li>\n

                      • \n

                        Monitoring and Data Management:<\/p>\n

                          \n
                        • \n

                          Recording of disease outbreak\/ confirmed outbreak needs to be recorded;<\/p>\n<\/li>\n

                        • \n

                          Track maps and lengths;<\/p>\n<\/li>\n

                        • \n

                          Keep a track number of equines per track;<\/p>\n<\/li>\n

                        • \n

                          Track number of injuries, deaths, and cruelty cases on daily basis;<\/p>\n<\/li>\n

                        • \n

                          Reports to be submitted by State Animal Husbandry Department to the District Magistrate and State Animal Welfare Board.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

                        • \n

                          Training Sessions:<\/p>\n

                            \n
                          • \n

                            There will be a training session for all veterinarians and para-vets before the Yatra season especially for treatment guidelines and disaster response.<\/p>\n<\/li>\n

                          • \n

                            It is mandatory to have at least 1 trained veterinarian in every team in the management on Yatra.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n
