In a landmark move for veterinary healthcare, this initiative aims to revolutionize emergency animal care nationwide by establishing a structured, ethical, and scientifically sound framework for animal blood transfusion.<\/p>\n<h3>Background:<\/h3>\n<p style=\"margin-bottom: 3%;\">India&#8217;s livestock and companion animal sectors are among the largest and most diverse in the world, comprising over <span style=\"font-weight: bold;\">537 million livestock<\/span> and more than <span style=\"font-weight: bold;\">125 million companion animals<\/span>. Together, the sector contributes <span style=\"font-weight: bold;\">5.5% to the national GDP<\/span> and over <span style=\"font-weight: bold;\">30% to agricultural GDP<\/span>, serving as a cornerstone for <span style=\"font-weight: bold;\">food security, rural livelihoods and public health<\/span>. <\/p>\n<p style=\"margin-bottom: 3%;\">Blood transfusion, recognized as a life-saving intervention, is increasingly in demand for treating animals across species only in emergencies. However, India previously lacked a comprehensive national framework for veterinary transfusion medicine. Most transfusions were conducted without standardized protocols for donor screening, blood typing, or storage.<\/p>\n<p>Recognizing this gap, the <span style=\"font-weight: bold;\">Veterinary Council of India<\/span> (&#8216;VCI&#8217;) formally requested DAHD on <span style=\"font-weight: bold;\">26-6-2025<\/span>, to formulate uniform procedures for donor selection, blood collection, storage, and transfusion. A draft was prepared based on SOPs issued by TANUVAS University, and subsequently reviewed by key stakeholders including:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Central Drugs Standard Control Organisation (&#8216;CDSCO&#8217;)<\/p>\n<\/li>\n<li>\n<p>Veterinary universities and colleges<\/p>\n<\/li>\n<li>\n<p>Indian Council of Agricultural Research applicable to veterinary blood transfusion of the following:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>companion animals (dogs, cats)<\/p>\n<\/li>\n<li>\n<p>farm animals (cattle, buffalo, sheep, goats and horses)<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>This robust and evidence-based national guideline aims to achieve the following:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Establish national guidelines for donor selection, blood collection, processing, storage, and transfusion.<\/p>\n<\/li>\n<li>\n<p>Ensure donor animal welfare and adherence to ethical standards.<\/p>\n<\/li>\n<li>\n<p>Standardize transfusion protocols to optimize clinical outcomes.<\/p>\n<\/li>\n<li>\n<p>Ensure traceability and safety across the transfusion chain.<\/p>\n<\/li>\n<li>\n<p>Integrate One Health principles to manage zoonotic disease risks.<\/p>\n<\/li>\n<li>\n<p>Lay the foundation for a national blood bank network for animals.<\/p>\n<\/li>\n<li>\n<p>Promote awareness and impart training among veterinary professionals.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>The DAHD advises that transfusions will be conducted under the supervision of a veterinary with species-appropriate protocols to ensure safety, efficacy, and traceability.<\/p>\n<\/li>\n<li>\n<p>The animals will also be under <span style=\"font-weight: bold;\">Close Monitoring<\/span> during\/after the transfusion to assess effectiveness and identify any early adverse reactions.<\/p>\n<\/li>\n<li>\n<p><span style=\"font-weight: bold;\">Veterinary Blook Bank<\/span> will be state-registered, with national oversight, and constructed with appropriate infrastructure, personnel, and regulatory oversight to ensure biosafety, traceability, and clinical effectiveness.<\/p>\n<\/li>\n<li>\n<p>Institutions operating veterinary blood banks will maintain the following records:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>\n<p>Donor registration and informed consent forms<\/p>\n<\/li>\n<li>\n<p>Donor health screening and testing records<\/p>\n<\/li>\n<li>\n<p>Blood collection and labelling forms<\/p>\n<\/li>\n<li>\n<p>Component processing logs<\/p>\n<\/li>\n<li>\n<p>Inventory, storage, and expiry tracking<\/p>\n<\/li>\n<li>\n<p>Transfusion monitoring and reaction management forms Guidelines\/SOP for Blood Transfusion &amp;
