Singh, J. expressed grave concern over the ineffectiveness of the UGC Anti-ragging Regulations. Despite being stringent, these regulations failed to deter unruly student behavior. The Court, therefore, recommended that the State enact a more stringent law, prescribing severe punishments for ragging activities in educational institutions.
