The CJI elucidated that the <span style=\"font-weight: bold;\">Guidelines aim to establish a rational framework for retention, classification, and destruction across all Registry wings, promoting consistency and clarity while eliminating ambiguities<\/span>. The Guidelines were prepared after a detailed discussion among Registrars and officials of the Registry.<\/p>\n<p class=\"animate-charcter\" style=\"margin-left: 36pt; margin-bottom: 3%;\">\u201c<span style=\"font-style: italic;\">The Guidelines ensure compliance with audit and statutory obligations by defining appropriate retention periods based on fiscal, legal, and administrative relevance. They are aligned with national public record management standards<\/span>\u201d.<\/p>\n<p style=\"margin-bottom: 3%;\">It was clarified that <span style=\"font-weight: bold;\">unless otherwise provided<\/span> in <a href=\"https:\/\/www.scconline.com\/DocumentLink.aspx?q=JTXT-0002844032\" target=\"_blank\" rel=\"noopener\">Supreme Court Rules, 2013<\/a>, the period of retention and <span style=\"font-weight: bold;\">destruction of office records of the Supreme Court shall be governed by these Guidelines<\/span>.<\/p>\n<p style=\"font-weight: bold; color: #c00000;\">General Instructions under Guidelines for Retention and Destruction of Records, 2025:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li><span style=\"font-weight: bold;\">Original Submission Notes\/Paper books<\/span> containing signatures of the Chief Justice of India and Judges of the Supreme Court; and <span style=\"font-weight: bold;\">Policy Files, Office orders and Circular Files<\/span> <span style=\"font-weight: bold;\">to be Preserved Permanently.<\/span><\/li>\n<li>The <span style=\"font-weight: bold;\">retention period of the records Shall Start after the final action or disposal<\/span> of Arbitration, Litigation, Enquiry or Audit as the case may be.<\/li>\n<li>All the <span style=\"font-weight: bold;\">Branches concerned will ensure that no court case is pending<\/span> in respect of the subject matter of the files\/cases\/records being destroyed\/ weeded out b<span style=\"font-weight: bold;\">efore destroying files\/cases\/records<\/span>.<\/li>\n<li>If the records of one Branch\/Wing are co-related with the records of another Branch\/Wing or confidential Records pertaining to the Confidential Branch, an intimation regarding the pendency of court case is to be sent to them as soon as the court case is received in the Section.<\/li>\n<li>Destruction and retention of records by the concerned Branches shall be carried out after due approval from the concerned Registrar.<\/li>\n<li>The exercise of <span style=\"font-weight: bold;\">Destruction of record normally be carried out during summer vacation\/partial court working days<\/span>.<\/li>\n<li>In Case a Scanned copy of documents\/records is to be Preserved beyond the retention period for the reasons to be recorded in writing decision may be taken by the Registrar concerned at the time of destruction of the record(s).<\/li>\n<li>Financial and Budget-related documents and files should be maintained separately for each financial year with effect from 1<span style=\"vertical-align: super;\">st<\/span> April to 31<span style=\"vertical-align: super;\">st<\/span> March.<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">All other records, registers may be maintained separately for each calendar year i.e. 1st January to 31<span style=\"vertical-align: super;\">st<\/span> December.<\/p>\n<\/li>\n<\/ul>\n<p style=\"font-weight: bold;\">The Guidelines enumerate key areas providing the following categories:<\/p>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>\n<p style=\"font-weight: bold;\">Files and Registers<\/p>\n<\/li>\n<li>\n<p style=\"font-weight: bold; margin-bottom: 3%;\">Retention\/ Destruction Period<\/p>\n<\/li>\n<\/ol>\n<p>The Guidelines provide comprehensive guidance on record retention and destruction for the following key areas:<\/p>\n<ul style=\"list-style-type: disc;\">\n<li>Common Category Files and Registers Maintained in The Registry<\/li>\n<li>Admin I<\/li>\n<li>Admin II<\/li>\n<li>Admin III<\/li>\n<li>Admin J<\/li>\n<li>Admin General<\/li>\n<li>Admin Material<\/li>\n<li>Admin Security Branch<\/li>\n<li>Caretaking Branch<\/li>\n<li>Cash and Accounts<\/li>\n<li>Creche<\/li>\n<li>Medical<\/li>\n<li>Protocol<\/li>\n<li>Reception<\/li>\n<li>Recruitment Cell<\/li>\n<li>Transport<\/li>\n<li>\n<p style=\"margin-bottom: 3%;\">Vigilance Cell<\/p>\n<\/li>\n<\/ul>\n<p style=\"margin-bottom: 3%;\"><span style=\"font-weight: bold;\">Read More Here:<\/span> <a href=\"https:\/\/cdnbbsr.s3waas.gov.in\/s3ec0490f1f4972d133619a60c30f3559e\/uploads\/2025\/06\/2025062652.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"Hyperlink\" style=\"font-weight: bold;\">Guidelines for Retention and Destruction of Records &#8211; 2025<\/span><\/a><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p style=\"font-style: italic;\">&#8220;The Guidelines ensure compliance with audit and statutory obligations by defining appropriate retention periods based on fiscal, legal, and administrative relevance.
