On 23-6-2025, Food Safety and Standards Authority of India (\u2018FSSAI<\/span>\u2019) notified \u2018Food Safety and Standards (Alcoholic Beverages) 1st Amendment Regulations, 2025<\/span>\u2019 to signal broader shift in India’s approach to regulate alcoholic products under food safety law. These regulatory changes are scheduled to take effect from 1-1-2026<\/span>.<\/p>\n

  1. The Amending regulation revises and expands the Food Safety and Standards (Alcoholic Beverages) Regulations, 2018<\/a><\/span>, marking a significant policy shift in India’s regulatory approach to alcoholic products.<\/li>\n
  2. It formally introduces and defines Indian or Country Liquors<\/span>, along with Ready-to-Drink (\u2018RTD\u2019) beverages<\/span>, Honey Wine (Mead)<\/span>, and Nitro Craft Beer<\/span> within the scope of statutory standards.<\/li>\n
  3. \u2018Alcoholic RTD Beverages\u2019<\/span> is clearly defined as flavoured drinks containing 0.5% to 15.0% ABV<\/span>, prepared using spirits or mixed alcoholic bases, and may include permitted flavours, additives, juices, or spices. Carbonated versions must meet specific CO\u00e2\u201a\u201a standards outlined in the updated Table-4.<\/li>\n
  4. Table-4<\/span> has been renamed \u2018Requirements for Alcoholic RTD Beverages<\/span>\u2019<\/span> and revised to reflect the new ABV ranging from >0.5%\u20148.0% to >0.5%\u2014<15.0%, aligning with the formal RTD definition.<\/li>\n
  5. Regulation 2.2<\/span> is revised to formally classify Country\/Indian Liquors into two categories: Plain<\/span>, and Blended<\/span>, providing clarity on traditional formulations.<\/li>\n
  6. The amendment also refines the classification of local spirits and introduces updated quality norms and legal recognition for traditional Indian liquors.<\/li>\n
  7. A new Annexure-1 is introduced that lists Indian alcoholic beverages under three categories: Distilled Liquors, Undistilled Liquors<\/span>, and RTD Alcoholic Beverages<\/span>.<\/li>\n

    It is also clarifies that any product in these tables already governed by any other Act or regulation will be exempt from the provisions of these Amendment Regulations.<\/p>\n<\/li>\n<\/ol>\n
