On 16-12-2024, the Ministry of Communications<\/span> notified the Post Office Rules, 2024<\/span> establishing a clear regulatory framework for the operation and management of postal services. The provisions came into force on 16-12-2024.<\/p>\n

Key Points:<\/h3>\n
    \n
  1. \n

    Every Post Office, Domestic or Foreign<\/span>, will have to provide the following services:<\/p>\n

      \n
    • \n

      mail services within or beyond the limits of the country;<\/p>\n<\/li>\n

    • \n

      value-added service;<\/p>\n<\/li>\n

    • \n

      universal postal service;<\/p>\n<\/li>\n

    • \n

      financial services including banking, Government Savings Bank, payment system and any other financial services;<\/p>\n<\/li>\n

    • \n

      money remittances services;<\/p>\n<\/li>\n

    • \n

      insurance services;<\/p>\n<\/li>\n

    • \n

      citizen-centric services;<\/p>\n<\/li>\n

    • \n

      services associated with addressing identifiers and postcodes.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

    • \n

      Director General:<\/p>\n

        \n
      • \n

        Is authorized to introduce\/ modify\/ discontinue any product;<\/p>\n<\/li>\n

      • \n

        Can enter into a collaboration with public\/ private entities;<\/p>\n<\/li>\n

      • \n

        Issue definitive, commemorative, special issues of postage stamps or any other form of postage stamps or related material;<\/p>\n<\/li>\n

      • \n

        Will manage\/ allocate and publish Postcodes\/ Postal Index Number codes.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

      • \n

        Postal Services Board<\/span> will be the apex level policy making body.<\/p>\n<\/li>\n

      • \n

        Modes of payment of postage<\/span> can be done in the following ways:<\/p>\n

          \n
        • \n

          Cash;<\/p>\n<\/li>\n

        • \n

          Digitally;<\/p>\n<\/li>\n

        • \n

          Postage stamp;<\/p>\n<\/li>\n

        • \n

          Means of impressions of franking machines.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

        • \n

          International postal:<\/p>\n

            \n
          • \n

            Central Government will provide services in furtherance to the international postal co-operation.<\/p>\n<\/li>\n

          • \n

            International co-operation will be with other countries\/ territories\/ Universal Postal Union (‘UPU’)<\/span>\/ other postal unions\/ public or private entities.<\/p>\n<\/li>\n

          • \n

            These international co-operations should be in conformity with the provisions of UPU Convention Manual and Regulations<\/span>.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

          • \n

            Post Office’s mark will be the proof of certain facts in respect of the production of items that have been refused\/ rejected\/ unclaimed\/ cannot be delivered due to any other reason.<\/p>\n<\/li>\n

          • \n

            Interception\/ detention\/ Opening of items:<\/p>\n

              \n
            • \n

              Any such order can be issued only by a Member of the Board who is looking after the work of operations in the Department of Posts or the Circle Head.<\/p>\n<\/li>\n

            • \n

              In emergent cases where a prior direction could not be sought, the Divisional Head will have the authority to issue such orders and the Divisional Head will have to inform the competent authority within 3 working days of such interception\/ detention\/ opening.<\/p>\n

              The competent authority will have to confirm such orders within the period of 7 working days.<\/p>\n<\/li>\n

            • \n

              In order to oversee the interception, the Central Government will constitute a review committee which will meet at least once in every 3 months and review the directions issued. It will consist of:<\/p>\n

                \n
              • \n

                Director General, Posts- Chairman;<\/p>\n<\/li>\n

              • \n

                2 Members of the Board<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

              • \n

                The following officers will be authorized by the Central Government to intercept and detain items on the orders of the competent authority:<\/p>\n

                  \n
                • \n

                  Officer in-charge of Post Office or any higher officer;<\/p>\n<\/li>\n

                • \n

                  Officer in-charge of the Mail Office or any higher officer.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n

                • \n

                  Exemption from liability:<\/p>\n

                    \n
                  • \n

                    Central Government will compensate for loss\/ damage of an item.<\/p>\n<\/li>\n

                  • \n

                    The compensation cannot exceed the amount of the loss \/ damage and will not be paid on prohibited items.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
