On 29-10-2024, the Ministry of Ports, Shipping and Waterways<\/span> notifies the Inland Vessels (Central Database and Allied Matters) Rules, 2024<\/span> to establish a comprehensive framework for regulation and management of inland vessels. The provisions came into force on 29-10-2024.<\/p>\n

Key Points:<\/h3>\n
    \n
  1. \n

    The Central database will contain the following data and details in electronic from<\/span>:<\/p>\n

      \n
    • \n

      application for conducting survey of vessel;<\/p>\n<\/li>\n

    • \n

      declaration to be issued by the surveyor;<\/p>\n<\/li>\n

    • \n

      record of equipment and vessel information;<\/p>\n<\/li>\n

    • \n

      application for provisional certificate of survey;<\/p>\n<\/li>\n

    • \n

      provisional certificate of survey;<\/p>\n<\/li>\n

    • \n

      survey certificate of category A, B and C vessel;<\/p>\n<\/li>\n

    • \n

      particulars to be furnished for survey of new vessel;<\/p>\n<\/li>\n

    • \n

      official logbook for an inland mechanically propelled vessel;<\/p>\n<\/li>\n

    • \n

      application for change of name of the vessel on certificate of survey;<\/p>\n<\/li>\n

    • \n

      Book of registration of vessels and application for registration, declaration of ownership, appointment of date and time of inspection of the inland vessel by the registering authority;<\/p>\n<\/li>\n

    • \n

      carving and marking note, application regarding registration, application for transfer of registry, instrument creating, transfer or discharge of mortgage, application for issuance of provisional certificate of registration;<\/p>\n<\/li>\n

    • \n

      certificates of competency issued to crew, medical certificate for appearing for certificate of competency, certificate of service, application form;<\/p>\n<\/li>\n

    • \n

      certificate of compliance for prevention and containment of pollution;<\/p>\n<\/li>\n

    • \n

      data and details of reception facilities.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

    • \n

      Duties of nodal officer:<\/p>\n

        \n
      • \n

        Monitor\/ administer\/ maintain central database;<\/p>\n<\/li>\n

      • \n

        Ensure that the information is duly recorded and available in the web portal;<\/p>\n<\/li>\n

      • \n

        Collect data and details from the designated authorities;<\/p>\n<\/li>\n

      • \n

        Report of performance and data received from designated authorities will be provided by the nodal officer to the competent authority;<\/p>\n<\/li>\n

      • \n

        Can appoint officers\/ persons who are experts in the field of information technology\/ data handling and protection\/ software and hardware development;<\/p>\n<\/li>\n

      • \n

        Provide training to the officers appointed;<\/p>\n<\/li>\n

      • \n

        ensure the integrity, security, standards and quality of data;<\/p>\n<\/li>\n

      • \n

        ensure scalability and performance optimization;<\/p>\n<\/li>\n

      • \n

        make sufficient mechanisms for backup and recovery;<\/p>\n<\/li>\n

      • \n

        maintain documentation and metadata.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

      • \n

        Nodal Officer will have to ensure that the following Standards and Procedures for maintaining central database<\/span> are implemented:<\/span><\/p>\n

          \n
        • \n

          managing the database properly;<\/p>\n<\/li>\n

        • \n

          identification of individuals or teams responsible for data quality, integrity, and security;<\/p>\n<\/li>\n

        • \n

          defining processes for data creation, storage, retrieval, and archiving or deletion;<\/p>\n<\/li>\n

        • \n

          defining roles such as admin, user, guest and specify access rights for each role;<\/p>\n<\/li>\n

        • \n

          implementation of secure login mechanisms and determine who can access what data;<\/p>\n<\/li>\n

        • \n

          ensure logging of all database activities for traceability and accountability;<\/p>\n<\/li>\n

        • \n

          defining retention policies for backup data to ensure compliance and optimize storage usage;<\/p>\n<\/li>\n

        • \n

          providing source of information or data that has been recorded, maintained and available for verification by authorities concerned;<\/p>\n<\/li>\n

        • \n

          providing user manual, restrictions, procedures and terms and conditions of accessibility to administration or third-party access;<\/p>\n<\/li>\n

        • \n

          providing privacy policies, liabilities and copy rights;<\/p>\n<\/li>\n

        • \n

          scheduling routine maintenance tasks such as database optimization, patch management, and software updates;<\/p>\n<\/li>\n<\/ul>\n<\/li>\n

        • \n

          The designated authority will be responsible for providing the data and details to the nodal officer in electronic format at a regular interval not exceeding 30 days.<\/p>\n<\/li>\n<\/ol>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
